The duties that the incumbent of the vacancy will be expected to perform. Duties Description The individual would provide statewide fee-for-service Medicaid policy clinical expertise to develop, interpret and implement Medicaid policies. Policy areas include outpatient clinic services, practitioner services, and therapy services, vision, audiology, podiatry, radiology, and acupuncture and chiropractic services. This includes assisting in developing clinical/medical recommendations for establishing eMedNY procedure code reference file parameters, e.g., pricing, maximum number of units, frequency, age, sex, emergency, family planning, abortion, etc. This individual would be responsible for providing technical support, using clinical/medical expertise to contribute to monthly Medicaid Updates, drafting correspondence on a variety of programmatic and policy issues, and responding to calls from providers and other stakeholders. This individual may also participate in the general assessment, planning, development and implementation of health care programs and serve as a part of a team and contribute to the facilitation of team operations.
The minimum qualifications required for this vacancy. Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health Employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 3 (Nursing), SG22 and able to meet the minimum qualifications for non-competitive appointment as seen below.
Non-Competitive Candidates via NY HELPS: Possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure, specialized professional administrative or professional clinical experience.
Substitution: A bachelor's degree in nursing can substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing can substitute for two years of post-licensure clinical nursing experience
Preferred Qualifications: Familiarity with NYS Medicaid or other public health programs and related policies including coverage, reimbursement, and claims processing, Knowledge of NYS Medicaid data systems, including eMedNY, Knowledge of federal and NYS Medicaid policy guidance and documents, Knowledge of Medicaid practitioner policies, Extensive Knowledge with Current Procedural Terminology (CPT) and HCPCS coding, Proficiency with Microsoft Excel and Word, Supervisory experience, Excellent communication skills, Ability to address shifting priorities and deal with a change in focus several times a day.
