Position Overview
Pipe and Plant Solutions, Inc. is seeking a results-driven Project Manager to oversee and deliver combined sewer system maintenance, inspection, and rehabilitation projects for the San Francisco Public Utilities Commission (SFPUC) and San Francisco Department of Public Works (SFDPW), from initiation through closeout. This role is responsible for ensuring SFPUC projects are completed on time, within budget, in full compliance with municipal and public-agency contract requirements, and in alignment with company profitability and operational standards. This is a highly visible role that serves as the primary point of contact with SFPUC and SFDPW project managers, inspectors, and contract administrators throughout the project lifecycle.
Key Responsibilities
Project Planning & Execution
- Manage the full lifecycle of SFPUC construction and industrial projects, from kickoff through completion and closeout.
- Assist with and help expedite the pre-construction phase of various projects, including the generation, submission, and monitoring of pre-construction project submittals.
- Develop comprehensive project plans including scope, schedule (CPM/Gantt), budget, resource allocation, and risk register.
- Coordinate internal teams, subcontractors, and SFPUC representatives to ensure timely, contract-compliant execution.
- Monitor project schedules, budgets, and scope against SFPUC contract baselines; identify variances and implement corrective actions proactively.
- Manage change orders, RFIs, and submittals in a timely and fully documented manner consistent with SFPUC contract administration procedures.
- Work with SF Division Lead, Growth Hacker, VP of Operations, and the rest of the PPSI Operations team to discover, develop, test, and implement creative solutions and approaches to the execution of the various scopes of work of PPSI’s multiple concurrent San Francisco contracts
Client & Stakeholder Management
- Serve as the primary liaison to SFPUC and SFDPW project managers, inspectors, and contract administrators, providing regular status updates, schedule reports, financial summaries, and other ad hoc documentation.
- Build and maintain strong working relationships with SFPUC and the City and County of San Francisco (CCSF) to support repeat awards and referrals.
- Facilitate resolution of client concerns, disputes, or scope changes through clear communication and negotiation.
- Coordinate with SFPUC/CCSF regulatory bodies, third-party inspectors, and permitting agencies as required.
Financial Management & Profitability
- Own project profitability on all SFPUC contracts and ensure margins meet or exceed company targets.
- Manage project budgets across the SFPUC contract portfolio; track costs, billing, and revenue recognition throughout the project lifecycle.
- Forecast monthly and report on earned value; prepare monthly project financial reports for leadership and ownership review.
- Identify risks and proactively implement cost-control measures; identify and pursue change order opportunities on SFPUC contracts.
Project Closeout
- Ensure all documentation, billing, and financial reconciliation are completed promptly and meet SFPUC closeout requirements.
- Drive efficient project closeout to accelerate cash flow and retention release.
Safety, Quality & Compliance
- Champion a safety-first culture by enforcing compliance with OSHA, company safety policies, and SFPUC site-specific requirements.
- Conduct and document regular safety walks, toolbox talks/tailgate meetings, and incident investigations.
- Ensure all work is executed to SFPUC specifications and standards and/or applicable codes (ASME B31.1, B31.3, ANSI/AWWA).
- Oversee quality control documentation including National Association of Sewer Service Companies (NASSCO) Quality Assurance and Quality Control (QAQC) Audits. Ensure and enact swift corrective action in the case of non-compliance.
- Maintain compliance with SFPUC/CCSF public contract requirements, including prevailing wage (Davis-Bacon/State prevailing wage) reporting, Local Hire utilization, andLocal/Small Business Enterprise (LBE/SBE) participation goals.
Team Leadership
- Lead cross-functional project teams including project managers, superintendents, foremen, cleaning operators, cctv operators, laborers, apprentices, , and administrative staff.
- Mentor junior project engineers and field supervisors; provide performance feedback and development guidance.
- Coordinate with HR for staffing needs; manage subcontractor performance and compliance.
- Foster a collaborative, solution-oriented team environment across all project phases.
Performance Metrics (KPIs)
- Project profitability on SFPUC contracts
- Timely and accurate invoicing to SFPUC
- AR aging and DSO performance
- Timely approval of AP invoices
- Efficiency of project closeout and retention collection
- On-time, on-budget delivery and compliance adherence across the SFPUC project portfolio
- Identification and mitigation of profit leaks and sources of profit fade on active projects
- Successful Project Change Order Quantity and Dollar Value
Qualifications
Required
- Bachelor's degree in Mechanical Engineering, Civil Engineering, Construction Management, or related field.
- Minimum 2–5 years of project management experience in wastewater and/or stormwater infrastructure, industrial piping, plant construction; municipal water or public-agency project experience strongly preferred.
- Strong understanding of project financials (P&L, cash flow, billing cycles) including AR/AP management.
- Experience managing subcontractors and client relationships, including public-agency clients.
- Familiarity with public contract requirements, including prevailing wage laws and LBE/SBE participation programs.
- High attention to detail, strong organizational skills, and the ability to manage multiple projects simultaneously.
- Proficient in project scheduling software (Primavera P6, MS Project, or equivalent) and the Microsoft Office Suite.
- Valid driver's license and ability to pass background check and drug screening.
Preferred
- Direct experience working on SFPUC or other CCSF/municipal contracts.
- PMP (Project Management Professional) certification.
- OSHA 30-Hour Construction certification.
- Experience with EPC delivery models and lump-sum turnkey (LSTK) contracts.Familiarity and comfort with automation tools - i.e. python coding and LLM-assisted problem solving

Pay: $80,000.00 - $115,000.00 per year
