- Thorough knowledge and demonstrated abilities in leading and managing large and complex transportation right-of-way and other similarly challenging property acquisitions.
- Working knowledge and familiarity with the Uniform Relocation Assistance federal relief program.

Knowledge of State requirements in the procurement of third-party agreements and ROW procurement processes.

Experience in right-of-way activities including tracking schedules, property acquisitions, litigation, and coordinating relocation activities.

Experience in complex transportation right-of-way and other similarly challenging property acquisitions.
- Experience in residential, business, and complex relocations, and appeals process.

Experience organizing workload and planning, organizing, directing, and making decisions.
