In a manner consistent with NHR’s Mission Statement and Unifying Principals of Integrity, Respect, Positive Relationships, Innovation, Learning, and applicable laws and regulations (including the HCBS Final Settings Rule). Under the general direction of the Associate Executive Director, the Director of Facilities Management is responsible for the maintenance and management of all buildings, structures and grounds belonging to or occupied by NHR and supervision of staff working within the maintenance department and for site development of new properties.
Essential Skills

Minimum of a High School Diploma (or equivalent) including 5 years’ experience preferably in a regulated environment such as the OPWDD; in addition, a minimum of 2 years’ supervisory experience. A vocationally related Associates or Bachelor’s Degree is preferred and may be combined with experience.

Possess a valid driver license for at least 3 years with a driving record acceptable to NHR’s insurance carrier and possess the ability to drive agency vehicles.

Prior experience performing maintenance work and the ability to engage in physical activity associated with successful performance of maintenance work.

Ability to provide capable supervision and support to Maintenance Workers and to develop and foster positive working relationships with and among Maintenance Workers.

Ability to represent NHR in a professional manner when dealing with outside contractors and other members of the broader community

Ability to use sound judgment while following agency policies, practices and procedures.

Computer proficiency, particularly with Microsoft Office applications.
Physical Demands:
While performing the duties associated with this position, an employee (using approved agency techniques) will be called upon to engage in physical activity associated with maintenance work. including but not limited to: standing; walking; sitting; using hands (or hands and arms) to carry, lift, finger, handle or feel objects, tools or controls; reaching with hands and arms; climbing stairs; balancing; stooping; crouching and kneeling. Employees will also be regularly required to hear (with or without hearing devices), see (with or without corrective lenses) and speak.
In a manner consistent with NHR’s Mission Statement and Unifying Principals of Integrity, Respect, Positive Relationships, Innovation, Learning, and applicable laws and regulations (including the HCBS Final Settings Rule), an employee in this position shall:
Ø Develop, implement and oversee a schedule of monthly, quarterly and seasonal preventative maintenance for agency structures and grounds; assign work; and, ensure its completion.
Ø Establish consistent policies and practices within the maintenance department so all staff in the department understand their role.
Ø Develop, implement and monitor work schedules for staff within the maintenance department to ensure efficient and timely completion of work and reducing the need for overtime.
Ø Maintain on-call rotation for maintenance emergencies and be part of on-call rotation, as needed.
Ø Develop plans and be responsible for ensuring department oversight and operation while Director of Facilities Management is not present for short- or long-term absences.
Ø With the support of the Human Resources Department and consistent with agency policies and practices, review resumes and applications, interview job candidates and extend offers of employment for open positions within department.
Ø Supervise, direct, evaluate and support the activities of Maintenance Workers. This includes responsibility for assigning and prioritizing the work of Maintenance Workers; annually completing performance appraisals for Maintenance Workers; holding and leading regular meetings with Maintenance Workers to discuss ongoing work, foster team spirit and develop skills; and, assuming responsibility for fostering the development of skills of Maintenance Workers through cross training, outside instruction and other appropriate means.
Ø Attend weekly meetings with the agency’s executive management team to update the executive management team on ongoing work, present recommendations to the executive management team and answer questions posed by the executive management team.
Ø In conjunction with the Executive Director, Associate Executive Director and Chief Financial Officer, develop and keep “live” a capital improvements plan. Develop plan annually and review at least on a quarterly basis.
Ø In conjunction with the Chief Financial Officer, Associate Executive Director and the Executive Director, develop an annual budget for the department and for the annual capital improvements plan.
Ø Perform maintenance work on a regular and consistent basis to augment and support the work performed by Maintenance Workers.
Ø Audit the work of Maintenance Workers to ensure that assigned work is completed in a timely and professional manner.
Ø Develop/maintain list of contractors, suppliers and providers to meet the needs of the agency in accordance with agency purchasing policies and practices.
Ø Determine when projects are beyond the scope of current staffing abilities and bid out projects, utilizing a tracking system so that the bid process is completed in a fair and timely fashion. Make recommendations to the Executive Director and Associate Executive Director for awarding contract work.
Ø Act as lead NHR liaison to contractors and architects performing site development, physical plant improvements and renovations and any other grounds related work. Evaluate the performance of the same by conducting site inspections of their work and following-up as necessary.
Ø Develop and maintain quality standards for fire extinguishers and security systems monitored by external vendors.
Ø Develop ongoing relationships with relevant personnel at governing agencies/authorities (such as OPWDD, OFPC and local building departments) to ensure timely progress is made on site development and renovations and to ensure compliance with applicable laws and regulations.
Ø Develop, maintain and manage a work requisition and control system to ensure that maintenance of agency buildings, structures, grounds and vehicles is performed in an efficient and cost-effective manner that is responsive to the needs of people served and NHR’s staff.
Ø Is present or delegates another NHR employee to be present at DQI, State, DOL Physical Plant, OFPC audits and follow-up with program management and the Director of Quality Improvement and Risk Management to ensure that all facilities related deficiencies are promptly and satisfactorily addressed.
Ø In conjunction with the Executive Management Team, oversee and monitor fire safety systems and sprinkler systems to be in compliance with OFPC and OPWDD regulations.
Ø In conjunction with the Quality Improvement and Risk Management Team, oversee and monitor compliance with OPWDD’s bed safety protocol.
Ø Coordinate facilities-maintenance related projects within NHR, including working closely with other departments to ensure that completed project is within the parameters of what is acceptable by NHR and regulatory oversight organizations.
Ø Maintain a safe, orderly work environment and ensure that Maintenance Workers and outside contractors perform work in a safe and orderly manner.
Ø Maintain an inventory of department materials and recommend additional purchases as needed including ordering of frequently used materials in bulk to realize efficiencies.
Ø Participate in site selection, play an active role in property development and attend meetings related to such development.
Ø Keep abreast of all pertinent federal, state regulations and laws and NHR policies as they presently exist and as they change or are modified.
Ø Continuously update and enhance job knowledge by participating in conferences and educational opportunities; reading professional publications; maintaining personal networks; and, participating in professional organizations.
Ø Accept ownership for accomplishing new and different assignments and projects, actively explore opportunities to add value to job accomplishments and in so doing enhance department and organization reputation.
