PURPOSE OF CLASSIFICATION
The purpose of this position is to uphold ethical standards within county government operations. This position is appointed by the Board of Ethics and serves at the pleasure of the Board of Ethics for a period not to exceed six (6) years.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Educates and trains all County officials and employees to have an awareness and understanding of the mandate for and enforcement of ethical conduct; advises them of the provisions of the code of ethics of Clayton County

Advises officials and employees regarding disclosure statements and reviewing the same to ensure full and complete financial reporting.

Attends regular meetings with the Board of Ethics.

Urges compliance with the code of ethics by calling to the attending of the Board of Ethics any failure to comply or any issues, including the furnishing of false or misleading information, that the Ethics Officer believes should be investigated by the Board of Ethics so that the Board of Ethics may take such action as it deems appropriate.

Monitors, evaluates, and acts upon information obtained from an ethics hotline, which shall be a County telephone number of the receipt of information about ethical violations; each complaint, as of the time it is reported, whether by telephone or otherwise, shall be deemed to be separate pending investigation of a complaint against a public officer or employee as provided by Article 4 of Chapter 18 of the O.C.G.A.

Identifies and investigates the facts of ethical issues to determine whether complaints meet the jurisdictional requirements of the Board of Ethics; provides legal advisement to the Board of Ethics; drafts legal documents, memoranda, and final disposition of cases.

Reports, as appropriate, suspected ethical violations to the Board of Ethics; reports, as appropriate, suspected criminal violations to state or federal law enforcement agencies.

Files a written report describing the activities of the Ethics Officer in carrying out the goals of his or her office and the code of ethics and reporting on the ethical health of Clayton County; this report shall be provided to the Board of Ethics and the Board of Commissioners on the first Tuesday of February each calendar year.

Processes a variety of documentation associated with operations, within designated timeframes, and per established procedures; receives and reviews various documentation, including various reports, budget documentation, and attendance records; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including strategic plans, quarterly and annual reports, and performance appraisals; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Communicate with County officials, supervisors, other employees, attorneys, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Performs other related duties as assigned.
MINIMUM REQUIRED QUALIFICATIONS:
Education and Experience:
Requires a Juris Doctorate degree, and five (5) years of experience practicing law, or equivalent combination of education and experience.
Licenses or Certifications:
Must possess and maintain a valid Georgia driver's license. Must possess and maintain licensure of from the Georgia State Bar Association. Must be an active member of the State Bar of Georgia in good standing.
Special Requirements:
The Ethics Officer does not need to be a resident of the county at the time of appointment but must establish residency in Clayton County within six months of the appointment and maintain residency throughout the duration of the appointment. Relocation assistance is not provided for this position.
The Ethics Officer is prohibited from engaging in partisan or nonpartisan political activities or the political affairs of Clayton County.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may include extended periods of time at a keyboard or workstation.
Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
