POSITION SUMMARY:
The Housing Coordinator is responsible for directing the daily operations of the Housing Office. The coordinator leads a team of staff members, including two office staff members and contracted housing inspectors. The Housing Choice Voucher (HCV) Program administers more than 300 vouchers across seventeen counties in North-Central Kansas, operating with a budget exceeding $2.3 million.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
a) Supervises and monitors the daily task completion of Housing Staff, keeping focus on overall program requirements and deadlines.
b) Responsible for the training, development, evaluation, and discipline of housing staff. Must review and approve staff timesheets and approve staff leave.
c) Advises and supports efforts to fill housing staff vacancies in consultation with Executive Director or designee should they arise; reviews applications, interviews, reference checks, recommends hires and conducts onboarding.
d) Tracks and ensures the timely completion of all tasks related to administration of the HCV and TBRA housing programs, including but not limited to annual recertifications, unit transfers, portability, inspections, waiting list applications, move-outs, payment requests, PIC submissions, Voucher Management System (VMS) submissions, audits, and more.
e) Responsible for the planning, organization, coordination, monitoring, implementation, and ongoing analysis of the HCV and TBRA programs to ensure they function in an efficient and effective manner in accordance with federal, state, local, and Flint Hills Housing Assistance rules and regulations.
f) Monitors changes in program requirements and confers with Agency leadership; ensures policies and procedures are developed, implemented, and maintained in compliance with updated Agency goals and applicable federal, state, and local regulations. Provides review and recommendations regarding operational, financial, systems, and administrative impact of those changes on the Agency and updates the Housing Administrative Plan as needed.
g) Keeps Executive Director informed regarding pending decisions related to participant program eligibility in accordance with Agency policies; determines when to denial of new assistance and termination of current assistance; enforces program rules and regulations and counsels program participants when necessary.
h) Receives and processes written requests for grievance on behalf of the Executive Director; identifies Hearing Officers; schedules and attends informal hearings on behalf of the housing programs.
i) Plans forward in decisions related to the program’s daily administration; assists Housing Staff in decision-making.
j) Creates and adheres to standardized processes and procedures to be implemented and followed by Housing Staff, including but not limited to file organization, recertification procedures, financial procedures, and waiting list procedures.
k) Advises and recommends formulation of the annual operating budget to Executive Director and Deputy Director; monitors financial state of the programs to ensure budgetary compliance; monitors monthly revenues and spending; monitors leasing levels; implements changes to program operations based on projected revenues and costs.
l) Responsible for processing and submitting accurate monthly payment invoices to the Fiscal Office; recognizes when to request additional payments.
m) Develops and implements customer service policies and procedures that support effective housing program operations, improve service to participants, and strengthen the program’s reputation in the community.
n) Performs public relations activities for the housing program; develops and maintains relationships with community organizations and landlords; acts as a liaison between the Agency and HUD; acts as a liaison between the Agency and Kansas Housing Resource Corporation (KHRC.)
o) Attends Board of Directors Meetings as requested or required by Executive Director; prepares Board Reports and records Housing Committee minutes; informs the Housing Committee of program devel0pments and updates; brings significant policy amendments to the Housing Committee’s review and recommendation; assists in coordinating Public Hearings as required.
p) Supervises or performs the periodic updating of Payment Standards, Income Guidelines, Utility Allowances, the Housing Administrative Plan, HUD Annual Plan, and HUD 5-Year Plan.
q) Supervises or performs the annual SEMAP Audit.
r) Attends appropriate trainings/meetings as assigned; organizes training and certification opportunities for staff.
s) Prepares documents and applications for housing program funding initiatives.
t) Supports Executive Leadership as requested or needed.
u) All other duties as assigned.

· Must have the ability to communicate in the English language both orally and in writing.
· Must have a valid driver’s license and safe driving record.
· Must pass background check.
EDUCATION AND EXPERIENCE:
Bachelor of Science or Bachelor of Arts from a four-year accredited university OR at least three years related experience, preferably in housing. Preference will be given to applicants who have backgrounds /successes in leadership/management.
TERMS OF POSITION:
· This is a full-time, non-exempt position requiring 40 hours of in-person work between 8:00 AM and 5:00 PM Monday through Friday.
