JOB DESCRIPTION: Coordinate the review and validation of sales data and perform statistical studies for market extracted information for use in modeling, mass appraisal, and test for uniformity. The work is performed under the direction of the Market Research Coordinator.
- Responsible for validation of sales data through field audits, primary and secondary market information, interaction with real estate brokers, agents and appraisers.
- Directs verification of sales data and other economic data to determine to extract various coefficients to be used in modeling through paired sales analysis.
- Assist in special studies, required for reassessment such as sales trend analysis, residential index analysis studies, depreciation schedules, internal ratio studies on improved parcels and land analysis, neighborhood codes and market tables.
- Assist in research and analysis for various formal and informal hearings.
- Conducts various ratio analysis to confirm market extracted information.
- Reviews newly occupied properties to validate sales.
- Performs special studies and requested by Assessor or Assistant Assessor-Real Estate.
- Locates Parcel-using GIS mapping system, records information from property owners.
- Conducts field audits of construction on existing properties and new construction. Measures and sketches a detailed diagram of structures into computer, photographs various aspects of property.
- Maintains knowledge of real estate property valuation, theory, principles and practices; economic principles and practice as applied to real estate; state laws regarding real estate assessment; appraisal process; and department policies and procedures.
- Performs other duties as assigned.
- Assists taxpayers with real estate valuation and process questions.
- Various field data collection efforts.
- Assists on informal hearing.
- Interprets deeds.
- Answers telephone calls.
- Assists with software problem resolution.
- Researches building permits and maps to locate properties.
- Performs a variety of office duties. Answers telephone calls, assists taxpayers, photocopies maps and schedules informal hearings.
- Performs other duties as assigned
REQUIREMENTS:
Education:
- General or technical high school diploma or equivalent
- Vocational/technical training in real estate appraisal
Experience:
- Minimum three (3) years’ appraisal experience
- Any combination of education and experience that provides equivalent knowledge, skills, and abilities
Certifications:
- Valid driver’s license
- Employment is contingent on successfully passing a full criminal background check
Requires successful completion of the following tests:
- Outlook – Minimum Score 40%
- Data Entry – Minimum Score 5000
- Customer Service – Minimum Score 75%
