Job Overview:
- The Contract Conformance Specialist III is responsible for leading day-to-day contract conformance and contract administration activities for assigned capital and maintenance projects, including large-scale, complex, and high-risk programs. This role ensures contractual obligations are clearly defined, communicated, monitored, and fulfilled throughout the project lifecycle.

The specialist serves as a key liaison between the Company and contractors, supporting contract development, administration, change management, compliance monitoring, documentation control, invoice review, and issue resolution. Working closely with Project Management, Construction, Project Controls, Legal, Supply Chain Management (SCM), and external stakeholders, this position helps ensure projects are executed in accordance with contractual requirements, company standards, and regulatory obligations.
Key Responsibilities:
- Support the development and execution of project contracting strategies and ensure contract conformance requirements are effectively implemented throughout the project lifecycle.

Facilitate the preparation and administration of work releases, contract agreements, exhibits, scopes of work, technical specifications, pricing schedules, and special contract instructions.

Draft, review, and maintain contract language related to scope, commercial terms, pricing, technical requirements, and project-specific provisions.

Ensure contracts accurately reflect project requirements, contractor clarifications, qualifications, and stakeholder inputs.

Coordinate with Project Management, Engineering, Construction, Legal, and SCM teams during contract formation and administration activities.

Participate in contractor bid evaluations, negotiations, contract award processes, and issue resolution discussions.

Provide contractual guidance and support during pre-award and post-award phases of project execution.

Develop and maintain contractor correspondence, contract records, document logs, and document control systems in accordance with company policies and procedures.

Ensure contract documentation is accurate, complete, and readily accessible for project teams, audits, and compliance reviews.

Maintain official records of contractual decisions, approvals, and communications.

Administer the contract change management process, including:
- Change order logs

Change directives

Contractor change requests

Contract amendments

Approved change orders

Review and coordinate change documentation to ensure compliance with contract terms and project objectives.
- Track and communicate the status of change requests and contractual modifications to key stakeholders.

Review contractor submittals for contractual compliance and coordinate the resolution of non-conformances, deviations, and disputes.

Identify contractual risks and proactively communicate potential impacts to project leadership.

Support the timely resolution of contract-related issues to minimize project delays and commercial exposure.

Review contractor invoices and payment applications for compliance with contractual requirements.
- Route invoices through the appropriate approval processes and monitor payment status to ensure timely processing.
- Support cost control efforts by maintaining accurate contract values, commitments, and change order records.

Prepare agendas, facilitate contract-related meetings, and document meeting minutes and action items between the Company and contractors.

Provide contract status updates and reports to project stakeholders and management.

Coordinate service requisitions, contract closeout activities, compliance audits, and final project documentation.

Support post-project evaluations and lessons-learned initiatives related to contract performance and administration.
Reporting Relationship and Scope:

The Contract Conformance Specialist III reports directly to the SCM Core Projects Supervisor and provides contract administration and conformance support for assigned capital and maintenance projects, including programs of elevated complexity, significance, and risk.
Qualifications:
Required:
-
Bachelor's or Associate's degree in Engineering, Construction Management, Business Administration, Legal Studies, Technical Management, or a related discipline.
- Minimum of 10 years of progressive experience in contract administration, contract conformance, construction management, engineering, legal support, or a related field.
- Experience supporting construction-related projects, preferably within the natural gas, pipeline, energy, utilities, or infrastructure sectors.
Preferred:

Extensive knowledge of contracting processes, contract administration principles, and commercial practices associated with energy industry construction projects.
- Experience supporting large capital projects and multi-contractor environments.
- Proven ability to interpret, administer, and enforce contractual obligations while maintaining strong working relationships with project stakeholders.
- Experience managing contract changes, claims, disputes, and contractor performance issues.
Knowledge, Skills & Abilities:

Strong understanding of the intent, purpose, context, and application of documents typically included within construction and service contracts.
- Knowledge of contract formation, procurement processes, contractor qualification requirements, and contract lifecycle management.
- Ability to analyze contractual language and identify commercial, operational, and project risks.
- Strong negotiation, communication, documentation, and stakeholder management skills.
- Excellent organizational skills with the ability to manage multiple priorities in a fast-paced project environment.
- Proficiency in contract management systems, document control platforms.
