About the Job
Pacific Rim has an opportunity for an Operations Manager to support our projects in Guam. The Operations Manager is representative of the Company responsible for the overall direction, completion, and financial outcome of simultaneous complex construction-management projects, as well as mentoring multiple senior managers.
Responsibilities
- Drive and Lead
- Take charge of contract administration, project cost and productivity, schedule and budget management, quality control, safety and environmental initiatives, and collaborate with other Departments to develop and execute impactful strategic Operations plans.
- Leverage insights gained from Quality in Construction (QIC), Client Satisfaction Surveys, Lessons Learned, Project Financial Forecasting, Strategic Planning, and Accountability to effectively identify and address individual and business needs.
- Lead and supervise the Operations Department, ensuring seamless execution of job duties and responsibilities.
- Provide direct supervision to Operations Department and support in the execution of job duties and responsibilities.
- Collaborate with other Departments (i.e. Safety, Quality Control, Estimating, Marketing, Accounting, etc.) in all Operational planning, execution and coordination activities.
- Drive Kickoff Meetings and Lessons Learned preparation and meetings to help project team elicit value
- Develop and implement process improvements with project teams (examples may include helping staff find more efficient methods or develop and improve existing process).
- Ensure compliance with key customer, quality, risk mitigation, training, operations policies and processes. Ensure all risk management records are complete, compliant and accessible
- Serve as a liaison between Corporate and Divisional management, Business Unit Leaders, Senior Project Managers, Department Heads and project teams to ensure alignment between strategy, execution and continuous improvement
- Develop and lead the training programs for new and existing employees which support employee development and growth strategy, customer feedback, and employee feedback.

Education and Experience
- BS or MS degree in Civil Engineering, Construction Management, Business Administration, or related field or equivalent work experience in construction and management.
- 15-20 years of Government Experience - DoD, military construction at existing bases
- Or equivalent combination of education and experience
- PMP certified or able to achieve certification within one year
Knowledge, Skills & Abilities
- Experience with industry recognized Quality Management Systems
- Proven ability to facilitate cross-functional teams including internal and external stakeholders
- Ability to analyze and report data across multiple platforms (SharePoint, Microsoft Excel, etc.)
- Experience in corporate training development, execution, planning and coordination
- Advanced analytical skills and knowledge of creating their own reports and dashboards.
- Ability to travel (approx. 40%)
- Available for occasional evening work
