The Executive Officer 1 will be an integral member of the Division, providing support to the Division Administrator and leadership team in the Division.
Your Responsibilities:

Provide executive officer assistance for the Division Administrator in fulfilling the responsibilities of the division by establishing priorities, plan work, following complex instructions, the ability to make decisions, and always maintaining confidentiality with personnel and sensitive issues.

Attend and participate in division administrative team meetings, keep accurate records of the meeting, and share information with division staff as appropriate

Monitoring reporting for legislative reports, fiscal notes from the Legislative Fiscal and Services Bureau, State Board agenda items, and Department strategic plan initiatives.

Preparing materials and required reports.
-
Review rules and policies affecting personnel issues.
-
Serve as the division liaison between the Division administrator with division staff and others across the Department. Work closely with Division Administrators and Bureau Chiefs in scheduling and gathering data.

Prepare contracts and monitor financial information for the Division Administrator and Bureau Chiefs.
-
Keep division staff informed of division goals/objects and ensure that new or revised procedures are implemented.
-
Coordinate all division staff including leave schedules and work schedules. Scheduling staff time for department-wide assignments.
-
Draft internal procedures for division staff. Inform and train staff on internal procedures.
-
Coordinate office procedures for division staff.
-
Independently answers questions and explains procedures requiring interpretation of the department and explanation of policy-making decisions.

Prepare correspondence, minutes, and reports.
-
Serve as liaison between the Division Administrator and other staff.
-
Assist the Educator Quality team in facilitating program reviews including tracking documents, recommended edits and resolving differences.

Summarizing changes and making recommendations to reports.
-
Provide project management support for Division and Bureau projects assigned by the Division Administrator.

Record and track project tasks including assigning milestones.
-
Research rules, policies, and regulations affecting program area.
-
Contact presenters regarding fee, travel expenses, meeting arrangements, etc.
-
Prepare contracts for payment, verify amounts claimed, and reimburse expenses.

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time professional-level work in program administration, program development, program operations, or management.
2) A total of seven years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) All of the following (a, b, and c):
a. One year of full-time professional-level work experience in program administration, program development, program operations, or management; and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes thirty months of fulltime work as a Program Planner (any level), Management Analyst (any level), or Administrative Assistant (any level).
