Contributes to the development, implementation, and maintenance of strategic and program planning processes, including the design and evaluation of clinical programs aligned with institutional goals, the annual operating plan, and business development initiatives. Compiles, evaluates, and synthesizes data related to patient requirements, hospital volume, financial performance, clinical outcomes, and market dynamics to support data-informed decision-making.
Primary Responsibilities

- Contributes to the development of detailed business plans for designated clinical programs and strategic initiatives in support of University of Maryland Medical System (UMMS) and Member Organization priorities. Supports growth, access, and performance objectives through analytic rigor, market assessment, and volume and financial projections, including the projection of budgeted patient care volumes.
- Maintains and manages comprehensive analytic databases encompassing market and volume indicators, demographic trends, physician referral sources, competitive activity, and economic indicators. Conducts internal and external market analyses and projects future demand and utilization trends using healthcare delivery models, utilization rates, and established departmental methodologies.
- Designs, develops, and interprets datasets to support strategic planning, program development, marketing strategy, and referral management efforts for UMMS and Member Organization initiatives. Ensures analyses are accurate, timely, and decision‑useful for strategy and business development leaders.
- Responsible for the development and reporting of monthly clinical service volume reports, annual competitive performance analyses, and internal and environmental market assessments to support clinical program planning, development, and performance monitoring efforts.
- Develops and analyzes datasets to project market demand and identify opportunities to develop new services or expand existing clinical, ambulatory, and programmatic offerings across UMMS.
- Performs retrospective analyses of clinical programs and strategic initiatives, comparing actual performance to business plans, financial projections, and budgeting targets. Identifies key performance drivers, variances, and trends to inform strategic and operational decision‑making.
- Creates maps, graphs, dashboards, presentations, and other analytic materials to examine, evaluate, and clearly communicate complex information to internal stakeholders.
- Works under the general direction of strategy and business development leadership, reviewing assignments for analytical approach, accuracy of methods, and validity of conclusions, while exercising independent judgment in analysis execution.
- Provides analytic and research support for planning, strategy, and business development projects, including background research, data collection, and issue analysis, as required.
- Monitors federal, state, and local legislative and regulatory developments that may impact UMMS’s competitive position and strategic planning efforts, including the Maryland State Health Plan and Certificate of Need (CON) regulations established by the Maryland Health Care Commission. Prepares summaries and analyses of regulatory issues relevant to strategic initiatives and clinical program development.
- Collaborates with analysts, associates, and senior associates to support team deliverables and ensure consistency in analytic standards and methodologies.
- Performs other duties as assigned in support of UMMS Strategy & Business Development objectives.
- Participates in the development of the annual patient care volume budgeting process; attends budget meetings, summarizes assumptions, and carries out budget analysis.
- Assures that services are oriented toward the needs and expectations of key users/customers as a result of data collection efforts, ongoing assessment of program plan effectiveness, and ongoing interdisciplinary representation in the planning processes.
- Keeps abreast of developments in the local, state and national healthcare landscape and provides insights to team members.
- Participates as a team member on organizational planning and quality improvement teams.

Work Experience
Education & Experience - Required
- Bachelor’s degree in Business Administration, Data Science, Healthcare Administration, Public Health , or related field.
- Minimum 3 years of previous experience in healthcare planning, strategic development, business development, or health services administration, including at least 2 years with a concentration in data analytics, forecasting, or market evaluation.
Education & Experience - Preferred
- Master’s degree in related field.
