The Executive Director of the Pediatric Health Network (PHN) provides strategic, operational, and financial leadership for the PHN. The PHN is Children's National's clinically integrated network which includes primary care providers and subspecialists in the District of Columbia, Maryland and Virginia. The Executive Director of the PHN is responsible for advancing clinical integration, improving quality and cost performance, strengthening physician engagement, and positioning the PHN as a high‑value partner in value‑based care. The Executive Director works closely with the PHN Board of Directors, participating practices and providers, health system leadership, and payers to ensure the network meets its clinical, financial, and operational goals.
Minimum Education
Master's Degree Master of Business Administration, Master of Health Administration, Master of Public Health, or related field (Required)
Minimum Work Experience
7 years Progressive healthcare leadership experience (Required)
3 years Experience in clinically integrated networks, accountable care organizations, population health, or value-based care (Required)
Required Skills/Knowledge
Deep understanding of value-based care models, population health, and clinical integration
Experience working with physicians and health systems in complex, matrixed environments
Ability to lead through influence and drive alignment across diverse stakeholders
Understanding of the regional healthcare market including competitive dynamics, referral patterns, payer landscapes, and emerging trends
Ability to translate market intelligence into actionable strategies for growth, network development, and payer partnerships
Demonstrated leadership and personnel management skills.

Strong financial acumen including performance metrics management, contract performance analysis, and budget management

Functional Accountabilities
Strategic Leadership
- Develop and execute the PHN’s strategic plan, including growth, performance improvement, and payer strategy.
- Lead the evolution of the PHN’s value-based care capabilities including population health, clinical integration, data analytics, and contract performance.
- Advise the PHN Board of Directors and committees on industry trends, regulatory changes, and strategic opportunities.
Network Operations & Performance
- Oversee day-to-day PHN operations including personnel management, practice engagement, data analytics and reporting, stakeholder communication, and budget performance.
- Collaborate with the Medical Director of the PHN to prioritize and implement clinical pathways, improvement initiatives, and performance dashboards.
- Ensure the PHN meets performance targets for quality, utilization, population health outcomes, and total cost of care.
- Collaborate with the Chair of the PHN Board to develop agendas for the quarterly PHN Board meetings.
Payer Contracting & Financial Management
- Engage and maintain relationships with major regional health plans regarding contracting opportunities and priorities for quality and utilization initiatives.
- Lead payer contracting strategy for PHN value-based contracts including enhanced fee-for-service fee schedules based on quality performance, shared savings, and risk-based arrangements.
- Monitor contract performance and financial outcomes; recommend strategies to optimize results.
- Develop and manage the PHN’s operating budget and financial sustainability plan.
- Explore opportunities to partner with other regional and national clinically integrated networks.
Physician & Stakeholder Engagement
- Build and sustain strong relationships with independent and employed physicians, practice administrators, and health system leaders.
- Foster a culture of collaboration, transparency, and accountability across the network.
- Demonstrate the value of the PHN to the health system and participating practices by clearly communicating strategic advantages, performance outcomes, population health impact, and financial results.
Information Resources Management
- Partner with Information Services technology and analytics teams to ensure robust clinical integration, data integration, reporting, and population health tools.
- Use data to drive decision-making, identify opportunities, and support clinical transformation.
- Ensure compliance with data governance, privacy, and security standards.
Governance & Compliance
- Support the PHN Board and PHN committees with timely information, reporting, and recommendations.
- Ensure compliance with federal and local regulations including antitrust, Stark, and fraud-and-abuse laws.
- Maintain PHN policies, bylaws, contracts, and participation agreements.
