Responsibilities:

Lead and manage Program Managers and Planning Department

Create a business culture where people are valued and invested in our success

Responsible for developing people, including succession planning, education, courses, and training that improve skills, enhance engagement, and drive performance and productivity throughout the shipyard

Instills a culture of Safety, Health, and Environmental (SHE) excellence throughout the organization, including continuous improvement of Safety standards and ensuring compliance with SHE objectives and policies

Define, plan, develop, and implement strategies policies, practices, and programs that leverage business skills, capabilities, and experience for government and commercial customers in support of business objectives

Participates in strategic business planning and business development activities

Manages program financials in accordance with BAE Systems policies and standards
-
Drive innovation and solutions, facilitate alignment of corporate investments with new and emerging customer needs and identify opportunities for growth
-
Own the Earned Value Management System for BAE Systems San Diego Maritime Solutions; provide guidance and development of new tools to drive performance efficiency and schedule adherence
-
Review key performance indicators to evaluate and identify opportunities for improvement across all trades working on project (Craft and Non-Craft)
-
Work cross-functionally with Contracts, Subcontracts, Quality, Supply Chain, Finance, etc. to achieve business goals
-
Responsible for the successful execution of programs during pre-production, production, and availability closeout phases
-
Hold all departments accountable for meeting schedule and cost goals throughout the duration of each project
-
Develop and maintain current Lifecycle Management System (LCM), using Earned Value Management System (EVMS)
-
Conduct regular reviews of program performance through assessment of metrics to ensure program objectives are met, including safety, quality, cost, and schedule
-
Work with the logistics, procurement, and materials team to communicate project demands for materials in alignment with the schedule
-
Monitor cost and schedule performance across all departments; evaluate performance weekly and develop mitigation plans with Ships Management teams as required
-
Exercise judgement in evaluating and proactively anticipating schedule and budget deviations; provide solutions to Ship Manager for resolution
-
Monitor TIP/OQE completion to support project quality requirements and schedule goals
-
Monitor and manage the Change Process across all departments; monitor incoming change from our customers, ensure change is processed quickly and accurately through our contracts/sub-contracts team, ensure change is quickly incorporated and funded into our integrated schedule, and monitor successful execution within production

Deconflict subcontractor issues as required, in alignment with overall schedule goals

Coordinate communication and feedback with customer (IDRs, CFRs, etc.) to resolve technical issues where additional guidance is required (PM operates at SWRMC level; SM operates at Ship’s Force level)

Adhere to NAVSEA Standard Items (Repair) and commercial standards as required

Manage conflict in a collaborative working environment

Required Education, Experience, & Skills
- Bachelor's degree from an accredited college or university in Engineering, Project Management, Business Development, Finance or similar field and 12 years work experience or equivalent experience

Experience in Program Management/PMO

Experience in Maritime, Defense, or similar industry

Pay Information
Full-Time Salary Range: $153377 - $260743
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
