Position Summary
The Operations Manager is responsible for overseeing the day-to-day operations of the Cast Shuttle program in Anaheim. This position will support the Sr Operations Manager by managing supervisors, dispatchers, drivers, daily service performance, staffing coverage, safety compliance, client communication, and operational procedures. The Operations Manager will work primarily on-site in Anaheim and may be required to work in the field as needed to support service delivery, client expectations, and operational needs. This role requires strong leadership, communication, organization, and transportation operations experience. The Operations Manager will serve as a key point of contact between Mosaic management, field supervisors, drivers, dispatch, safety, fleet, and the client.
Duties and Responsibilities
Daily Operations Management
Manage and supervise daily operational activities, including field supervisors, dispatchers, office support personnel, and drivers. Oversee daily Cast Shuttle service to ensure safe, reliable, professional, and on-time transportation operations. Monitor route performance, service levels, incidents, driver call-outs, missed trips, vehicle availability, and overall operational effectiveness. Make staffing and coverage decisions based on daily operational needs, service requirements, call-outs, vehicle availability, and client expectations. Communicate operational changes clearly and promptly to management, supervisors, dispatch, drivers, and client representatives as needed. Provide direct support in the field during peak service periods, service disruptions, special events, emergencies, or when additional leadership presence is needed.
Supervision and Leadership
Manage and support all field supervisor duties and responsibilities. 1 Conduct regular one-on-one meetings with field supervisors to review performance, expectations, service issues, staffing concerns, and areas for improvement. Provide coaching, counseling, and corrective action when needed. Ensure supervisors and drivers remain professional, accountable, and aligned with Mosaic’s service standards and client expectations. Assist with employee discipline, investigations, documentation, and follow-up in accordance with company policies and procedures. Promote a positive team environment focused on safety, communication, accountability, and service excellence.
Staffing, Scheduling, and Timekeeping
Participate in the hiring, onboarding, training, and staffing of supervisors, dispatchers, and drivers. Create, review, and load driver schedules into Connecteam. Confirm that all driver shifts are accepted and properly staffed. Review daily and weekly staffing coverage to ensure all routes and shifts are covered. Monitor and manage driver call-outs, attendance concerns, vacation requests, and schedule changes. Review, monitor, and approve timecards, vacation time, call-outs, and attendance-related items. Coordinate with management and staffing teams to address coverage gaps and reduce reliance on outside staffing whenever possible.
Compliance, Safety, and Technology
Work closely with the Safety Department and DSS to support safety initiatives, driver compliance, training, and incident follow-up. Oversee Motive to ensure driver compliance, including electronic DVIR completion and audit requirements. Review and monitor eDVIRs to ensure vehicle issues are properly reported, documented, and escalated. Ensure drivers and supervisors follow all safety procedures, company policies, client requirements, and transportation regulations. Support the enforcement of pre-trip inspections, post-trip inspections, ADA procedures, accident/incident reporting, and vehicle out-of-service procedures. Partner with Fleet, Safety, and Dispatch to ensure vehicle issues are communicated and resolved in a timely manner.
Client and Management Communication
Actively communicate with onsite staff, drivers, supervisors, dispatch, Mosaic management, and the client as needed. Attend weekly meetings as requested by the client, Account Manager, or company leadership. Prepare and communicate operational updates, staffing concerns, service issues, and performance trends. Send weekly updates to the team highlighting operational changes, reminders, performance expectations, and employee recognition. Represent Mosaic professionally in all client-facing interactions. Maintain a strong working relationship with the client by responding to concerns promptly and professionally.
Policies, Procedures, and Reporting
Oversee the development, implementation, and enforcement of standard operating procedures as directed by the client and Mosaic company policies. Create, track, and update operational procedures and policies as needed. Participate in scheduled meetings with management staff and operational teams. Track operational performance, including on-time performance, staffing levels, incidents, call-outs, service disruptions, and corrective actions. Maintain accurate documentation related to employee performance, incidents, attendance, training, safety concerns, and operational updates. Identify operational gaps and recommend solutions to improve service reliability, communication, safety, and efficiency. Additional duties and responsibilities may apply based on business and client needs.
Qualifications
Minimum of 4 years of management or supervisory experience. Previous transportation, shuttle, transit, logistics, fleet, or passenger transportation experience preferred. Strong leadership, communication, and interpersonal skills. Ability to manage supervisors, drivers, dispatchers, and field operations in a fast-paced environment. Proficient with Microsoft Office, including Word, Excel, Outlook, and PowerPoint. Experience with scheduling, timekeeping, dispatch, or fleet management systems preferred. Experience with Connecteam, Motive, Fleetio, or similar transportation platforms is a plus. Ability to solve problems, make sound decisions, and prioritize operational needs. Strong attention to detail and ability to follow through on tasks and commitments. Ability to work independently and as part of a team. Must be professional, dependable, organized, and self-motivated. Must be able to work flexible hours, including early mornings, evenings, weekends, holidays, and special events as needed. Must be able to lift 25 pounds or more, climb stairs, walk operational areas, and remain on your feet for extended periods.
Preferred Skills
Transportation operations management experience. Experience managing fixed-route shuttle or transit operations. Experience working with client contracts or client-directed service requirements. Strong understanding of driver compliance, safety procedures, DVIRs, and service performance metrics. Ability to lead teams through service disruptions, staffing shortages, vehicle issues, and high-volume operating periods. Experience coaching supervisors and drivers in a union or non-union transportation environment. Strong written communication skills for reports, emails, documentation, and client updates.
Reporting Structure
The Operations Manager reports directly to the Sr Operations Manager and works closely with the Safety Department, Fleet Department, Dispatch, Field Supervisors, Drivers, and Client Representatives.
Work Location
Anaheim, California This is an on-site position. Field presence is required as needed to support Cast Shuttle operations.
