Position Summary
The Town of Carbondale is seeking an experienced, motivated, and service-oriented Human Resources professional to lead and manage the Town’s HR operations.
This position is responsible for the administration and oversight of all core human resource functions including recruitment, onboarding and offboarding, benefits administration, employee relations, compliance, training, safety coordination, performance management, compensation administration, and organizational culture initiatives. The HR Manager/Director serves as a trusted advisor to leadership and staff and plays a critical role in building a positive workplace culture that supports employee engagement, accountability, safety, and professional development.
Essential Duties and Responsibilities
Human Resources Administration
- Administer and oversee daily HR operations for the Town.
- Manage employee onboarding and offboarding processes, including orientation, benefits enrollment, exit interviews, and required documentation.
- Oversee 6 unit employee housing program.
- Maintain accurate personnel records and HR documentation in compliance with federal, state, and local regulations.
- Coordinate and administer employee benefits programs including health insurance, retirement, leave programs, workers compensation, and wellness initiatives.
- Manage employee pay changes, benefit updates, status changes, and related HR/payroll coordination.
- Assist with recruitment activities including job postings, candidate screening, interview coordination, background checks, and hiring processes.
- Develop, update, and implement HR policies, procedures, and employee handbook materials.
Employee Relations & Organizational Culture
- Promote a positive and collaborative workplace culture focused on communication, teamwork, accountability, and employee engagement.
- Serve as a resource to supervisors and employees regarding personnel issues, conflict resolution, policy interpretation, and workplace concerns.
- Lead employee recognition, engagement, and development initiatives.
- Create and support opportunities for employee training, professional development, and leadership growth.
- Assist supervisors with performance management processes, coaching, disciplinary actions, investigations, and documentation.
Compliance & Risk Management
- Ensure compliance with applicable federal, state, and local employment laws and regulations.
- Coordinate workplace safety programs, safety trainings, and related compliance efforts.
- Manage required HR reporting, recordkeeping, and audit preparation.
- Assist with workers compensation claims management and return-to-work coordination.
- Maintain confidentiality and handle sensitive information with professionalism and discretion.
Training & Development
- Coordinate and facilitate employee trainings related to safety, compliance, harassment prevention, leadership development, and organizational initiatives.
- Identify workforce development needs and recommend training opportunities.
- Support succession planning and employee retention efforts.
Systems & Process Improvement
- Lead or support implementation and administration of Human Resources Information Systems (HRIS) and related technology improvements.
- Recommend and implement process improvements to enhance efficiency, compliance, and employee experience.
- Prepare reports, presentations, and workforce analytics for leadership as needed.
Qualifications
Education & Experience
- Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field required.
- Minimum of 3–5 years of progressively responsible HR.
- Municipal or public-sector HR experience strongly preferred.
- Experience administering employee benefits, employee relations, compliance, and HR systems required.
- Professional HR certification (SHRM-CP, SHRM-SCP, PHR, SPHR, IPMA-HR, etc.) preferred.
Knowledge, Skills & Abilities
- Strong knowledge of HR principles, employment law, personnel practices, and compliance requirements.
- Ability to work independently and manage multiple priorities in a fast-paced environment.
- Strong organizational, interpersonal, and communication skills.
- Ability to maintain confidentiality and exercise sound judgment.
- Demonstrated ability to build positive relationships across all levels of an organization.
- Strong problem-solving and conflict-resolution skills.
- Experience implementing or managing HRIS systems preferred.
- Proficiency in Microsoft Office and HR/payroll software systems.
Work Environment
Work is primarily performed in an office environment with occasional attendance at meetings, trainings, and community events. Position may require occasional evening meetings or emergency response coordination.
