JOB
Performs intermediate technical work maintaining GIS database, collecting data on stormwater infrastructure and impervious area, sampling and testing stormwater runoff and strems, inspecting structural stormwater systems for compliance with ordinances, and related work as apparent or assigned. Work is performed under the continuous supervision of the Stormwater Operations Supervisor.
EXAMPLE OF DUTIES
- Identify, investigate, and eliminate illicit connections and discharges from receiving waters, drafts notices of violations and ensures compliance with Chapter 75 of City's ordinances. Responsible for achieving final compliance in accordance with permit requirements.
- Carries out water sampling programs including fixed interval sampling, water quality index, total maximum daily load, sanitary sewer overflow detection, illicit discharge detection and elimination, and other water quality sampling as needed and water quality sampling data entry, QA/QC processing, as per the City of Winston-Salem National Pollutant Discharge Elimination System Permit Requirements.
- Completes onsite impervious surface areas with Trimble GPS equipment and analyze data using ArcGIS for stormwater utility billing calculations; designs and creates maps in ArcGIS to display pertinent stormwater related information for internal and external customers and produces stormwater data reports as needed for various internal and external customers; creates and collects stormwater GIS data within ArcGIS and in the field to keep stormwater department data current.
- Collects and transports water quality samples from city surface waters for laboratory analyses; inspects and documents best management practices and outfalls at two city and county landfills; maintains inspection records and documentation; completes outfall analytical sampling and data management.
- Performs field water quality testing of city surface water internal and external at customer's request; educate internal and external customers on stormwater related issues in the City.
- Responds to citizen and customer complaints for water quality, drainage, pollution, utility billing issues, etc.; serves as liaison for internal and external customers for stormwater related concerns; coordinates with Revenue Department staff for stormwater utility billing issues.
- Performs quality assurance and quality control of the city's SSINV inventory; reviews acceptance of database information from consultant.
- Performs closed circuit television (CCTV) investigation of subsurface stormwater infrastructure systems for condition/configuration assessments.
