This job opening is for one Transportation Specialist IV or V depending on business need and applicant's qualifications and experience. Qualification and experience will determine the applicant's position and pay. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant’s work experience, education, skill level and all other appropriate factors, and based on business needs.

Position Description
Transportation Specialist IV:
Provides high-level technical expertise and coordination for transportation programs involving multiple design and/ or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Transportation Specialist V:
Provides planning, oversight, and high-level technical expertise and coordination for transportation programs involving multiple
design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of
highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Develops and/or interprets
guidelines, regulations, laws, policies and procedures for area of responsibility. Work requires contact with governmental
officials, consultants, contractors and private entities. Employees at this level are virtually self-supervising and assume
direct accountability for the work product.
Essential Duties:
Transportation Specialist IV or V:
-
Assists in overseeing complex design work among TxDOT entities, consultants and contractors.

Provides technical assistance in resolving construction problems related to contract administration.

Coordinates and performs interim and final inspections to identify deficiencies.

Monitors material testing requirements and results for compliance with specifications.

Prepares and monitors contracts for inspections done by consultants.

Responds to public concerns regarding construction and provides or recommends correct, cost effective solutions to issues raised during the administration of a construction project.

Reviews and oversees plan packages submitted by consultants.

Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications.

Reviews formal contract disputes and claims; recommends or develops timely solutions that comply with plans specifications and policy and serve as precedent for other projects.

Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience:
Transportation Specialist IV or V: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
