Town of Manchester, ME — Treasurer
The Town of Manchester is seeking a detail oriented, experienced Municipal Treasurer to oversee the community’s financial operations. This vital role is responsible for managing municipal funds, maintaining accurate financial records, preparing reports, and ensuring compliance with state and local regulations. The Treasurer works closely with the Town Manager, Board of Selectmen, town staff, and residents to support the financial health and transparency of the municipality.
Key Responsibilities
- Conduct all banking transactions and reconcile bank and investment accounts
- Monitor daily cash flow and investments
- Review all purchases to ensure expenditures do not exceed appropriations
- Oversee cash management, payroll, and accounts payable/receivable
- Prepare and post journal entries
- Reconcile all general ledger, expense, and revenue accounts
- Prepare monthly, annual, and as needed financial reports
- Support annual budgeting and auditing processes
- Perform fiscal and calendar year end responsibilities
- Collect tax payments and balance Real Estate and Personal Property tax accounts
- Manage the tax lien and foreclosure processes
- Process weekly payroll and maintain payroll records
- Review quarterly and annual payroll reports, including W 2s and 1099s
- Manage 457 deferred compensation plan deductions and employer matches
- Maintain knowledge of all employee benefit programs and assist staff with questions or changes
- Prepare the annual budget in collaboration with the Town Manager and Board of Selectmen
- Work with State and private auditors
- Provide excellent service to residents and town departments
- Qualifications
- Municipal experience preferred but not required
- Fund accounting experience beneficial
- Minimum of 3 years of progressive accounting experience required
- Strong knowledge of accounting principles
- Proficiency with financial software and spreadsheets
- Exceptional accuracy, integrity, and communication skills
