Position Title: Human Resources Manager

Position Overview
The Human Resources Manager is responsible for leading all HR functions in support of Blackstone Consulting Inc. operations at Fort Bliss. This role ensures compliance with federal, state, and organizational policies while supporting workforce readiness, employee relations, and operational performance in a government contracting environment.
Key Responsibilities
HR Operations & Compliance
- Oversee day-to-day HR operations including onboarding, offboarding, employee records, and personnel actions.
- Ensure compliance with federal, state, and local labor laws, as well as government contract requirements.
- Maintain accurate HR documentation and audit readiness.
Recruitment & Staffing
- Lead recruitment efforts for all site positions in coordination with operations leadership.
- Manage job postings, candidate screening, interviews, and hiring processes.
- Support workforce planning and staffing forecasts.
Employee Relations & Performance Management
- Serve as the primary point of contact for employee relations matters, including investigations, conflict resolution, and disciplinary actions.
- Advise leadership on performance management, corrective actions, and policy interpretation.
- Promote a professional and compliant workplace culture.
Training & Development
- Coordinate employee orientation, compliance training, and leadership development initiatives.
- Support certification tracking and training documentation.
Compensation & Benefits
- Administer benefits programs and support payroll coordination.
- Assist with compensation analysis, job classifications, and offer recommendations.
Policy & Procedure Management
- Develop, implement, and maintain HR policies and procedures aligned with company standards and contract requirements.
- Communicate policy updates and ensure consistent application across the workforce.
Reporting & HR Metrics
- Prepare HR reports related to staffing, turnover, compliance, and employee engagement.
- Track key HR metrics and support leadership decision-making.
Qualifications
Experience
- Minimum of five years of progressive HR management experience, preferably in government contracting, military installations, or regulated environments.
Knowledge & Skills
- Strong knowledge of employment law, HR best practices, and compliance requirements.
- Proven experience in employee relations, recruiting, and performance management.
- Excellent communication, organizational, and leadership skills.
- Proficiency in HRIS systems and Microsoft Office.
Education
- Bachelor’s degree in Human Resources, Business Administration, or related field required.
- HR certification (PHR, SHRM-CP, or equivalent) preferred.
