Cathcart Construction Company is a Florida infrastructure construction firm headquartered in Winter Springs, Florida. We build underground utilities, stormwater, roads, small bridges, bike trails, and streetscape projects and we need to add more vertical construction capability to better serve our clients. We need someone to take the lead role in building primarily straightforward structures including warehouses, storage facilities, and light commercial buildings. We operate lean, move fast, and hold high standards for cost control and execution.

Position Overview
The core of this role is estimating and project management. You will be responsible for pursuing work -- reading bid documents, building accurate estimates, developing competitive scopes of work, and managing the subcontractor and vendor relationships that win projects. Once a project is awarded, you will manage it through completion: contracts, schedules, submittals, RFIs, cost tracking, and owner communication.
Field supervision is a secondary consideration for this hire. Depending on workload, field oversight may be required. What we need first and foremost is someone who can estimate sharply and manage projects from the office and job site alike.
Key ResponsibilitiesEstimating
- Review bid documents, drawings, and specifications to develop accurate, competitive project estimates.
- Perform quantity takeoffs and apply unit cost pricing for all divisions of work.
- Solicit, level, and evaluate subcontractor and supplier bids.
- Write detailed scopes of work for all key trades.
- Identify value engineering opportunities without compromising quality or schedule.
- Prepare and submit complete, professional bid packages on time.
- Maintain and grow a competitive sub and vendor network across Florida.
- Track bid results and continuously sharpen pricing assumptions.
Project Management
- Manage awarded projects from contract execution through closeout.
- Build and maintain project schedules; coordinate subcontractor sequencing.
- Process submittals, RFIs, and change orders accurately and promptly.
- Track project costs against the estimate; identify and flag variances early.
- Serve as the primary point of contact with owners and design professionals during construction.
- Maintain complete project documentation including daily logs, meeting minutes, and photo records.
- Drive projects to on-time, on-budget completion with a high-quality final product.
Field Coordination (as applicable)
- Conduct periodic site visits to monitor progress, quality, and safety.
- Coordinate with field personnel or company leadership on scheduling and issue resolution.
- Support site supervision activities as workload and project needs dictate.
QualificationsRequired
- 5+ years of construction estimating experience in Florida.
- Proven ability to build estimates from scratch and write competitive scopes of work.
- Strong working relationships with Florida subcontractors across concrete, framing, roofing, MEP.
- Ability to read and interpret construction drawings and specifications.
- Experience managing projects: contracts, schedules, submittals, cost tracking, and owner communication.
- Self-managed, detail-oriented, and capable of carrying multiple active bids and projects simultaneously.
- Strong written and verbal communication skills -- comfortable interfacing with owners, subs, designers, and inspectors.
- Valid Florida driver's license and reliable transportation.
Preferred
- Background in high-volume residential construction (custom homes, production building, or multifamily) -- residential estimators typically bring a more competitive sub network and tighter cost discipline, and that is exactly what we are looking for.
- Experience estimating simple commercial or industrial structures: tilt-wall, metal buildings, concrete block, or pre-engineered systems.
- Familiarity with hard-bid, lump-sum contract environments.
- Proficiency with computer-based technology used for business/construction.
- Florida contractor license (CGC, CBC, or CRC) -- or eligibility to obtain.
- Field supervision or superintendent experience is a plus but not required.
