You’ll enjoy a flexible hybrid work schedule with 3 days working in our Salem office at the Oregon State Hospital, and 2 days remotely.
The Oregon State Hospital provides patient-centered, psychiatric treatment for adults from throughout the state who need hospital-level care. Our primary goal is to help people recover from their illness and return to the community. Human Resource Business Partners serve as trusted advisors to leadership, helping navigate sensitive and complex employee matters, labor relations issues, workplace investigations, organizational change, and critical workforce challenges. This role is ideal for someone who is adaptable, resilient, solutions-focused, and able to remain calm and effective when faced with competing demands and time-sensitive situations.

Experience in Labor and Employee Relations
An understanding of collective bargaining agreements, employment policies, employment law and related HR regulations.
Capable of interpreting and applying complex legal and policy frameworks to real-world workforce situations.
Demonstrated experience in labor and employee relations, including partnering with and advising management on collective bargaining agreement (CBA) and policy interpretation, performance management, conducting fact-finding investigations, and preparing clear, well-supported investigation reports and disciplinary documentation, preferred.
Curiosity, Collaboration, and Continuous Learning
Comfortable seeking input, asking thoughtful questions, and acknowledging when additional information or expertise is needed.

Minimum Qualifications (To qualify for the position, your experience must meet or exceed the following criteria; ensure your application shows how you meet the minimum qualifications):
A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position;
Or, valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position;
Or, six years Human Resource experience related to the position. Four of the six years must have been at the professional level.
A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.

This announcement is for multiple Human Resource Analyst 3; Senior Human Resource Business Partner positions based in Salem, Oregon.

Employment is contingent upon a criminal records check and a driving records check that meets OHA criteria at the time of hire and throughout employment.
The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%. For more information, see the Classification and Compensation page.
