FINANCIAL ANALYST II/III
The Utah Governor’s Office of Economic Development (GOED) seeks a talented
Financial Analyst II/III. The Financial Analyst II/III performs journey-to-advanced level professional financial duties. This role focuses on the technical execution of fiscal operations, including complex reconciliations, federal reporting, and budget tracking. While the Analyst does not have formal supervisory authority, the Level III may provide lead-work direction, technical training, and project oversight to junior staff or technicians.

KEY RESPONSIBILITIES
Reporting & Compliance: Prepares federal draws and complex financial reports; ensures all program expenditures align with state and federal grant requirements.

Technical Reconciliation: Reconciles loan disbursements between program-specific software (Vantage) and the State’s central accounting system; identifies and resolves discrepancies.

Budget Monitoring: Tracks and monitors expenditures against the General Fund, federal funds, and restricted accounts; alerts management to potential overruns or under-utilization.

Revenue Administration: Compiles and analyzes data for monthly mineral lease reports and revenue distributions as mandated by state statute.

Treasury Liaison: Executes the daily movement of funds, preparing requests for the investing or uninvesting of cash balances with the State Treasurer’s Office.

Audit Support: Serves as a primary point of contact for internal and external auditors, gathering documentation and explaining transactional workflows.

Financial Modeling: Develops spreadsheets and models to forecast revenue trends and the long-term impact of economic development incentives.

Procurement & AP: Reviews contracts and reimbursement requests for accuracy and policy compliance; ensures vendors and loan recipients are paid accurately and timely.

Process Improvement: Identifies opportunities to streamline fiscal workflows and recommends updates to internal financial procedures.
THE IDEAL CANDIDATE QUALIFICATIONS
Analyst II: Two (2) to three (3) years of professional experience in financial analysis, accounting, or government finance.

Analyst III: Four (4) or more years of experience, preferably within a state or federal agency context.

Bachelor’s degree in Accounting, Finance, or a closely related field; preferred, but not required.

Technical Expertise: Advanced proficiency in Microsoft Excel (XLOOKUPs, Pivot Tables, Power Query, modeling) and experience with State ERP/accounting systems.

Analytical Skills: Ability to analyze large datasets, identify trends, and translate raw data into "management-ready" reports.

Regulatory Knowledge: Familiarity with State Government accounting structures, "fund accounting" principles, and state procurement codes.

Communication: Ability to explain complex fiscal rules to program managers and external stakeholders; strong technical writing skills for report preparation.

Independence: Proven ability to manage recurring deadlines (monthly/quarterly reports) with minimal supervision.
