Coach writers through planning sessions, redlines, and one-on-one feedback, emphasizing clarity, structure, compliance, and Medicaid evaluation criteria

Draft and edit complex or high-visibility Medicaid sections, modeling best practices in evaluable, compliant narrative responses

Ensure sections follow RFP instructions and page limits, reflect agreed win themes and Medicaid-specific proof points, and avoid vague or conflicting claims

Partner with Proposal Management and Proposal Enablement to create realistic writing workplans, support color-team reviews, and ensure feedback is incorporated into Medicaid narratives

Collaborate with operations, clinical, quality, and network leaders to accurately capture Medicaid program capabilities and commitments in written responses

Use and help refine templates, style guides, content libraries, and tools to improve speed, consistency, and clarity for Medicaid responses

Surface recurring issues, lessons learned, and section-level metrics (e.g., color-team feedback, revision cycles) to the Director, Proposal Writing to drive continuous improvement
Education and Experience
-
Bachelor’s degree or equivalent and relevant experience
-
At least five (5) or more years of proposal development and/or technical writing experience for large, complex RFPs in a regulated environment, with substantial experience focused on state Medicaid managed care procurements
Other Skills
-
Minimum of two (2)+ years in a lead writer, senior writer, or informal people-lead role with demonstrated success coaching and improving writing quality

Medicaid experience is required: direct experience working on Medicaid managed care and other Medicaid government-sponsored health program procurements, including writing narrative responses for state Medicaid RFPs (e.g., physical health, behavioral health carve-outs, MLTSS, or similar)

Strong writing and editing skills; able to organize complex Medicaid content into clear, evaluable responses

Effective coach with the ability to give direct, constructive feedback that builds capability and ownership

Strong planning and coordination skills; able to manage multiple Medicaid bids and deadlines simultaneously

Proficiency with Microsoft Office, collaboration platforms (e.g., SharePoint), and content management tools; familiarity with Shipley or APMP-aligned practices a plus

Strong interpersonal and communication skills, with the ability to work across levels and functions in a matrixed organization and during peak proposal periods
