Phoenix Property Management and Midland Residence are growing, and we're looking for an experienced Construction Project Manager to lead exciting construction, redevelopment, and capital improvement projects across our multi-state affordable housing portfolio.
This is more than a traditional construction management role. You'll be at the forefront of preserving and improving affordable housing communities, overseeing projects from concept and due diligence through construction, closeout, and occupancy.

What You'll Do
Lead Construction Projects from Start to Finish
- Manage multiple construction and capital improvement projects simultaneously
- Oversee projects from pre-construction through completion and turnover
- Develop and manage project schedules, budgets, and work plans
- Coordinate project kickoffs, construction meetings, and stakeholder communications
- Identify project risks and proactively implement mitigation strategies
- Conduct site visits to ensure quality, safety, and schedule compliance
Drive Due Diligence & Pre-Development Efforts
- Coordinate site visits and project due diligence activities
- Review architectural plans, specifications, and scopes of work
- Analyze construction budgets and project feasibility
- Maintain organized project records, documentation, and correspondence
- Assist with evaluating potential development and acquisition opportunities
Manage Financial Performance
- Track project budgets, forecasts, and expenditures
- Review invoices and ensure proper budget alignment
- Monitor costs and provide real-time financial reporting
- Manage change orders and maintain cost controls
- Support financial decision-making through detailed project analysis
Oversee Contracts & Compliance
- Draft, review, and administer subcontract agreements and change orders
- Maintain contracts, insurance certificates, lien waivers, and project records
- Ensure compliance with applicable affordable housing requirements including:
- LIHTC
- HUD
- Section 8
- Rural Development (RD)
- Other federal, state, and local programs
- Solicit, evaluate, and compare contractor and vendor bids
Coordinate Stakeholders & Build Partnerships
- Serve as the primary liaison between contractors, vendors, agencies, municipalities, insurance adjusters, and internal teams
- Lead project meetings and maintain alignment on project goals
- Foster strong relationships with project partners and community stakeholders
- Coordinate emergency reconstruction projects and insurance claim-related construction activities when necessary
Deliver Successful Project Closeouts
- Manage inspections, punch lists, and warranty periods
- Ensure all contractual and compliance obligations are completed
- Assemble final project documentation and closeout packages
What We're Looking For
Required Qualifications
- ✔ 5–10+ years of construction project management experience
- ✔ Multifamily housing or affordable housing construction experience
- ✔ Proven ability to manage budgets, schedules, contractors, and project stakeholders
- ✔ Strong financial, analytical, and organizational skills
- ✔ Excellent communication and leadership abilities
- ✔ Ability to manage multiple projects in a fast-paced environment
- ✔ Proficiency with Microsoft Office Suite
- ✔ Ability and willingness to travel regularly throughout Rhode Island, Maine, Louisiana, Mississippi, and Georgia
Preferred Qualifications
- Bachelor's Degree in Construction Management, Engineering, Business Administration, or a related field
- Experience with affordable housing programs (LIHTC, HUD, Section 8, RD, HOME, etc.)
- Familiarity with AIA contracts and construction documentation
- Experience using construction management and project tracking software
