FULL TIME COMMUNICATIONS SPECIALIST
SALARY: Starting wage 95% of base pay, upon probation completion bumped to full pay of $23.88 per hour.
REQUIREMENTS: Graduation from high school or GED. Citizen of United States and resident of the State of Iowa or intend to become resident at time of hire, at least 18 years of age. No felony convictions, aggravated misdemeanors or convictions for crimes involving moral turpitude. Free of drug or alcohol addiction. Normal hearing in each ear. Good moral character as determined by a thorough background investigation and fingerprint search. Possession of a valid motor vehicle operator’s license issued by the state of Iowa. Must possess good typing and computer skills, oral and written skills, able to function under stress, able to handle multiple tasks simultaneously, MUST be able to work various shifts, overtime, holidays and weekends.
DUTIES: Provides communications for emergency services by taking complaints, acquiring information from computer records and other sources, and dispatching the appropriate emergency service. Also coordinates communications between different emergency services. Maintains record by entering arrest, complain and citations into the computer files, maintaining and entering missing person files and court orders, maintain all files necessary for the operations of the Police Department, and submits reports and records to the appropriate agency. Handles routine office procedures by collecting fines and fees, making deposits, and maintaining radio logs, providing information to the public and relaying requests for assistance and service to the appropriate agency. Applies high ethical standards, such as honesty, responsibility and trustworthiness, at all times. Prompt reliable and regular attendance during regular business hours.

EXAMINATION METHOD:
1. Application Process: Application must be on file by deadline date.
2. Written Exam: Applicants passing the Application Process will be subject to a Written Exam. This exam consists of 5 Sections and takes approximately 2 hours. Applicants will need to score and overall score of 80% or higher on this exam to move onto the Interview Process.
3. Oral Interview: Applicants passing the Written Exam will be subject to an Oral Interview with a panel of individuals consisting of the Communications Supervisor, Assistant Communications Supervisor and other that the Applicant could work with on a daily basis. Applicants will be notified of a date/time.
4. Background Investigation: During the Oral Interview, applicants will sign a “Authority for Release of Information”, this will allow the Jefferson County Communications Center to conduct a thorough background investigation including contacting references. Once applicants have passed the background they will be placed on the Communications Specialist eligibility list, which is valid for one year.

GUIDELINES FOR THE SELECTION OF COMMUNICATIONS SPECIALIST APPLICANTS
FOR THE CITY OF FAIRFIELD
Driving Record:
An applicant will not be considered for employment at any time if they have been convicted of the following offenses.
- Failure to stop and render aid.
- Perjury or making false statements during driver’s licensing procedures from any state.
- Driving while intoxicated (If this is an isolated incident, the applicant may submit a written statement regarding the circumstances surrounding the incident for review.)
An applicant will not be considered for employment if:
- Their driving privileges have been suspended, canceled, or revoked in the three (3) years prior to the application deadline.
- They have been convicted of three (3) moving violations in the 12 months prior to the application deadline.
Good Moral Character:
An applicant must be of good moral character, which means that they can be trusted and are considered by those who know them to be a person of good reputation and good standing in the community. When conduct is of a nature that, if known, would tend to discredit the applicant communications officer, the applicant will be disqualified from employment consideration.
The character of a person is determined by past and present behavior. Many factors are relevant in this assessment. The Department seeks applicants whose histories show good judgment, maturity, a sense of responsibility, and respect for others.
Some of the disqualifying factors are:
- Conviction of a felony or aggravated misdemeanor, Conviction of other, less serious offenses or any offense will be evaluated based upon how recently it occurred, severity, frequency, and circumstances.
- Conviction of domestic abuse will disqualify the applicant from employment consideration.
- Conviction of assault or theft will disqualify the applicant from employment consideration.
- A consistent pattern of unexplained failures to meet debt obligations.
- Giving false information on the application, during the application process, or any attempts of deception or fraud in connection with the examination process.
- History of excessive use of alcohol without successful rehabilitation.
- Current or excessive use or abuse of alcohol.
- Current or excessive use of illegal drugs.
- A conviction of a crime involving moral turpitude. Moral turpitude can be, but is not limited to any of the following acts: income tax evasion, perjury or its subordination, theft, indecent exposure, sex crimes, conspiracy to commit a crime, defrauding the government, and illegal drug sales.
- Use of any illegal drug or conviction of a felony or any other serious offense after becoming an applicant.
Applicants will be subject to a background investigation. Information gained through the investigation will be used to determine if individual applicants meet these guidelines. Applicants who do not meet these guidelines will not be given further appointment consideration.
Successful completion of these requirements does not guarantee appointment as a Communications Specialist.
