This position is responsible for facilitating meaningful and comprehensive permanency planning meetings in order to ensure engagement of all parties to develop a meaningful, timely achievement of permanency for children in out of home care, pursuant to Lead Agency policy, Children & Families Operating Procedure (CFOP) and Chapter 39 of the Florida of Statutes. Permanency planning meetings must be facilitated and documented consistently with the timelines for permanency measures established by the Lead Agency. During each staffing there must be cooperation and sharing of information among all people present, respect for the child’s developmental stage and psychological needs, and reviews of the manifest best interest of the child under consideration in the timeliest manner possible.
This position will work directly for the Intake and Permanency Manager (IPM) to ensure that the appropriate family engagement, timeliness to permanency, required documentation, and data-tracking occur to ensure that (1) required outcomes are met, and (2) the performance metrics for the permanency staffing objectives are met.

Purpose:
1. The Permanency Specialist/Facilitator serves as the Agency’s facilitator for permanency staffings conducted to ensure timely movement of permanency consistent with the requirements of the Lead Agency Contract and governing policies and procedures, DCF CFOP and Florida Statute.
2. The Permanency Specialist/Facilitator will communicate with and cooperate with the supervision of the Intake and Permanency Manager in the scheduling and coordination of these staffings.
3. This position will ensure that all staffings occur as scheduled so that there is compliance with the required timeframes for the permanency staffings to be held. The performance metric tracking, State Automated Child Welfare System (SACWIS) documentation and scheduling of the staffings will be coordinated between the IPM and this position such that the IPM is the lead and the Permanency Specialist/Facilitator are equally adept at navigating this process.
4. Reviews the required form and related record prior to a permanency staffing in order to best be able to facilitate the meeting.
5. Facilitates the permanency staffing as required by CFOP and Lead Agency Policy.
6. Assists in development of the FRC Permanency Staffing Protocol, to include review of recommendation of lead agency (i.e., Casey Family Program initiatives) as part of this process.
7. Ensures compliance with the FRC Permanency Staffing Plan Staffing Protocol.
8. Works collaboratively with the Case Management Department and the agency as a whole in the process of ensuring that meaningful staffings are conducted that engage the parties thoughtfully.
9. Cross-trains with all the duties of the IPM and Transition Planning Permanency Specialist (TPPS) so as to ensure continuity of services in the absence of the IPM and/or the TPPS. Such duties include: Intake coordination, Case Plan Conferencing, Permanency Staffing tracking and metrics, MDT staffings, and New Child Staffings. The description of such duties are hereby incorporated by reference.
10. Covers shelter hearings, if needed.
11. Participates and testifies in court hearings, if needed.
12. Trains all Agency’s Full Case Management Department in the Permanency Staffing Protocol.
13. Documents all staffings in SACWIS within 48 hours as required by CFOP and Lead Agency policy.
14. Attends all meetings as assigned by direct Supervisor, including but not limited to Lead Agency Meetings concerning Permanency Staffing Process.
15. Ensures that all programmatic and administrative practices comply with the highest relevant legal, professional, and ethical standards.
16. Makes himself/herself available after hours and on weekends, as needed.
17. Participates in the agency’s Quality Assurance/Quality Improvement Program.
18. Contributes to the understanding and acceptance of cultural diversity within the agency and the community.
19. Complies with all relevant JCAHO standards and regulations.
20. Utilizes the agency’s resources in a fiscally conservative manner.
21. Performs other duties as assigned by Supervisor.
