Position Title: Chief Finance Officer
Reports To: Superintendent
Supervises: Assistant Finance Officer, Accounting Specialist, Payroll Specialist, and Child Nutrition Staff
Job Description: To provide a financial management system, which ensures the proper accountability for funds, administered through the school system and which reflects, on a timely and accurate basis, the financial condition of the school administrative unit.
After June 30, 2023, the minimum qualifications of candidates for school finance officer are five years of professional experience in finance operations combined with one of the following:
A baccalaureate degree from an accredited four-year college or university with a minimum of 15 semester hours in accounting*,
- Acceptable accounting courses towards the required 15 hours of accounting;
must be taken at an accredited university or college:

Primary Duties and Responsibilities:

Maintain an accounting system in accordance with generally accepted accounting principles (GAAP) and governmental accounting standards (GAS)

Prepare the annual budget and any amendments as appropriate

Supervise the payroll specialist and maintain a school payroll accounting system in accordance with applicable state and federal laws and regulations

Prepare financial reports annually, quarterly, and monthly as requested by the Superintendent, BOE, and other agencies

Maintain an adequate system of internal controls

Maintain a sound system of cash management, including signing and issuing all checks, drafts and warrants, receiving and depositing all monies; and investing all idle cash

Review all invoices and bills before payment

Maintain accounting systems in the individual schools

Maintain a system of contracting and purchasing procedures which includes approving all school district purchase orders

Receive and sign for all shipments to the central service office

Maintain a financial system for child nutrition
-
Carry out all responsibilities in accordance with federal, state, and local laws and applicable rules and regulations

Collect, process, and report fiscal data in accordance with the applicable specifications of the Uniform Education Reporting System (UERS)

Comply with the requirements of the UERS including the standards and procedures adopted by the State Board of Education for providing timely, accurate and complete fiscal and personnel information

Approve all minor capital outlay projects and maintain project log and controls over capital outlay expenditures

Maintain fixed asset and inventorial asset inventories

Procure and maintain policies for all insurance needs of school district including: general liability, vehicle, property, workers' compensation, athletic, and student insurance.

Work closely with the outside auditors during the required annual independent audit and completion of the certified financial statements

Perform such other duties as may be assigned by law , the superintendent, the board of education, and by the rules and regulations of the State Board of Education and the Local Government Commission

CPA experience is desirable as well as experience with Linq
