Under general supervision of the Human Resources Manager, assists in the recruitment, selection, screening, hiring, and onboarding of new Authority employees. May also be called on to assist with other HR functions as needed.
Essential Duties and Responsibilities include the following. Other duties may be assigned.

Drafts job announcements, advertisements, and other recruitment materials; coordinates with Communications team to post job openings to social media; researches and implements creative and cost-effective recruitment tools such as online job boards, career fairs, and community events.

Conducts preliminary screening of applications for minimum qualifications; determines and redacts identifying information from applications before sharing with hiring manager(s).

Utilizes recruitment module of the Authority’s Human Resources Information System (HRIS) to post requisitions, track applicants, and hire selected candidates; researches and tests system capabilities to maximize use of platform.

Schedules and participates in all interviews and assessment techniques, including in-person, virtually, and/or in multiple rounds as required; travels to other Authority locations to oversee and participate in interview and assessment processes as needed; accurately advises applicants of the Authority’s total rewards package and pay scale as applicable to each position.

Reviews existing interview and assessment questions or activities, as well as other forms used in the recruiting and hiring processes, and makes recommendations for modifications or updates as needed.

Extends conditional and final offers of employment according to Authority policies and procedures, including but not limited to drafting offer letters, arranging pre-employment screenings, and requesting background, education, and/or reference checks.

Ensures that all phases of recruitment and selection comply with applicable federal, state, and local laws, regulations, and guidelines.

Develops and expands onboarding process for new employees in order to maximize their experience, including but not limited to managing the electronic onboarding process in the Authority’s HRIS, scheduling pre-employment physicals, coordinating the employee’s first day, arranging for and/or obtaining necessary equipment, credentials, and preliminary uniform items, and conducting regular check-ins at pre-determined intervals following the first day.

Regularly schedules, plans, coordinates, and executes New Employee Orientations and New Employee Facilities Tours.

Continuously refines New Employee Orientation and New Employee Facilities Tour formats to maximize the new employee experience, including but not limited to creating presentations, scheduling guest speakers, developing and distributing agendas and itineraries, researching and coordinating internal and external resources, and coordinating amongst multiple department, employee, and event schedules.

Creates new employee profiles in the HRIS and other related software; ensures all profile information is accurate and complete and that any transactions impacting payroll are documented and processed in accordance with policy and payroll cycle deadlines.

Tracks vacant positions and organizes for posting, prioritizing based on Authority and department needs; maintains regular communication with Authority leadership regarding the status of vacant and/or posted positions; manages multiple postings in various life cycle stages with accuracy and attention to detail.

Assists with the Authority internship program, including coordinating and attending interviews, conducting onboarding, participating in tours or education sessions, and attending off-site and/or after-hours events as needed.

Participates in the implementation and management of human resources policies and procedures; advises employees on Authority policies and answers general questions regarding policy interpretation or application; interprets and escalates employee relations issues as needed.

Maintains and updates employee personnel files in the Authority’s HRIS and other related internal systems; ensures all employee documentation is retained in accordance with the Authority’s Document Retention policy.

Assists with maintenance and organization of all HR files and records, including conducting periodic audits to ensure accuracy, completeness, and general compliance.

Participates in Authority and HR-sponsored events as needed, including assisting with planning, coordination, execution, and clean-up.
Education and/or Experience: Associate’s degree with coursework in Human Resources or similar field; two to three years of Talent Acquisition experience; or equivalent combination of education and experience.
Computer Skills: To perform this job successfully, an individual should have working knowledge of Microsoft Office (Outlook, Word, Excel, and PowerPoint). Experience utilizing Canva or other creator software preferred.
Certificates, Licenses, Registrations: Valid Georgia Driver's License. Certifications in applicable areas of Human Resources are preferred but not required.
