Sound Pathways is seeking a passionate, mission-driven Program Manager to lead the operations of our Harm Reduction Center (HRC) and Snohomish County Health Engagement Hub (HEH). This leadership position plays a vital role in advancing harm reduction, overdose prevention, recovery support, and low-barrier healthcare services for individuals experiencing substance use disorders, homelessness, and other complex challenges.
Position Summary
The Program Manager is responsible for the overall management and administration of the Harm Reduction Center and Health Engagement Hub programs. This includes staff supervision, program development, contract oversight, data reporting, inventory management, community engagement, and collaboration with healthcare providers, funders, and community partners. The Program Manager works closely with the Executive Director and leadership team to ensure program quality, operational excellence, and alignment with organizational goals.
Position Requirements
- Bachelor's degree in Social Work, Public Health, Human Services, Healthcare Administration, or a related field preferred.
- Relevant experience in harm reduction, behavioral health, healthcare, social services, or community-based programs.
- Management or supervisory experience preferred.
- Equivalent combination of education, professional experience, and lived experience will be considered.
- Individuals with lived experience related to substance use, recovery, homelessness, or the populations served are strongly encouraged to apply.
- Must be available to work flexible hours between 8:00 a.m. and 7:00 p.m., Monday through Saturday, as program needs require.
Essential Duties and Responsibilities
Program Leadership & Operations
- Provide day-to-day leadership and oversight of the Harm Reduction Center and Health Engagement Hub.
- Supervise, support, and evaluate a team of approximately five employees.
- Ensure high-quality, trauma-informed, culturally responsive service delivery.
- Maintain knowledge of outreach operations and provide direct service support as needed.
- Develop and implement program procedures, workflows, and quality improvement initiatives.
Contract & Grant Management
- Monitor program performance and ensure compliance with grant, contract, and reporting requirements.
- Compile and submit program data, outcomes, and performance reports to funders and stakeholders.
- Participate in meetings with grantors, contract managers, and regulatory agencies.
- Assist with program planning, budgeting, and sustainability efforts.
Inventory & Supply Management
- Oversee ordering, distribution, and inventory of harm reduction supplies, overdose prevention materials, and program resources.
- Ensure adequate inventory levels to support fixed-site and outreach services.
- Maintain accurate records and inventory tracking systems.
Community Engagement & Partnerships
- Represent Sound Pathways at community meetings, coalitions, workgroups, and public events.
- Build and maintain collaborative relationships with healthcare providers, social service agencies, local governments, and community partners.
- Participate in community education, outreach activities, and tabling events.
- Advocate for evidence-based harm reduction and recovery-oriented services.
Program Development & Innovation
- Oversee implementation of specialized initiatives, including the drug checking program and other emerging public health strategies.
- Identify opportunities to expand services, improve client outcomes, and strengthen community impact.
- Collaborate with organizational leadership on strategic planning and program growth.
Knowledge, Skills, and Abilities
- Strong understanding of harm reduction principles, substance use disorders, overdose prevention, and recovery support services.
- Knowledge of community resources, behavioral health systems, housing services, and healthcare navigation.
- Experience supervising and supporting multidisciplinary teams.
- Ability to analyze data, prepare reports, and monitor program outcomes.
- Strong organizational, communication, and problem-solving skills.
- Ability to build partnerships and work effectively with diverse populations.
- Proficiency with Microsoft Office applications, databases, and electronic documentation systems.

- Physical Stamina: Able to lift 30-pound boxes repeatedly overhead.
- Community Engagement: Outreach staff frequently visit areas where the homeless and our target population gather, ensuring we meet people where they are.

Standard Agency Requirements
· Adhere to HIPAA compliance, non-discrimination policies, and engage discreetly with high-risk communities and their families
· Have a valid driver's license and be able to travel within the service area daily and pass a driver’s abstract
· Provide proof of current car insurance
· Pass criminal background and drug screening. We are a safety sensitive agency and also test for THC.
· Proof of Covid vaccination or approved exemption
· Obtain and maintain current CPR, Infant CPR, and First Aid Certification
