Job Summary
The Program Manager will lead the strategic planning, execution, and evaluation of a multi-phase grant initiative aimed at enhancing educational and professional competencies. This role is responsible for overseeing the full project lifecycle—from initial needs assessment and resource curation to the design of core competencies and the deployment of a centralized digital resource library. The Program Manager will serve as the primary liaison between stakeholders, workgroups, and institutional leadership to ensure the project meets its milestones on time and within scope.
Key Responsibilities
Project Leadership & Strategy

Manage the full project lifecycle for the REAL group initiative, ensuring all deliverables across Phases 1 through 4 are met.

Facilitate stakeholder engagement by drafting, reviewing, and finalizing core competencies with leadership across teaching, research, clinical, and administrative sectors.

Coordinate cross-functional workgroups to ensure alignment and address cross-cutting training needs throughout the UT System.

Working with other UT System stakeholders the project manager will facilitate oversight of UT Tyler deliverables in a phased project plan.
Discovery & Research (Phase 1)

Execute comprehensive needs assessments by gathering and synthesizing data from all participating health science centers.

Produce executive summaries for system-wide leadership that highlight critical gaps and opportunities.

Curate a centralized inventory of existing educational assets from external vendors (e.g., LinkedIn Learning, Microsoft, Coursera) and internal repositories.
Instructional Design & Development (Phase 2 & 3)

Working with UT Systemwide stakeholders define and establish core competencies tailored to diverse healthcare and academic roles.

Design and build a centralized resource library (web-based) to host learning journeys, prompt guides, and training artifacts.

Conduct gap analyses by comparing current inventories against established competencies to identify training deficiencies.

Develop original training materials and resources to fill identified gaps where existing content is insufficient.
Implementation, Evaluation & Reporting (Phase 4)

Oversee the launch and deployment of the resource library to all institutional users.

Establish Key Performance Indicators (KPIs) to monitor progress, specifically tracking the percentage of training gaps and cross-cutting needs addressed.

Manage grant reporting requirements, including the preparation of monthly progress reports and continuous improvement recommendations.

Maintain and iterate on project assets, ensuring that competencies and library resources remain current with industry standards.

Required Education/Experience

Bachelor’s degree in public health, community health, health education or a related field.

Three (3) years of relevant applicable experience.

A combination of education and experience may be accepted.
Preferred Education/Experience
-
Master’s degree in public health.
-
Experience in medical education, health education, organizing community-based events, and working with a variety of community and/or faith-based organizations.

Five (5) years of relevant project management experience.
Required Certifications / Licenses
-
Project Management Professional (PMP) Certification or similar certification preferred.

Easily handle multiple projects simultaneously, working both independently and as a team member planning and implementing project delegations.

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.

Clinical Position Requirements
