The State Highway Administration's (SHA) Office of Equal Opportunity (Baltimore City) is currently recruiting for a Procurement Review Manager (Administrator III) position. This position is open to anyone who meets the minimum and selective qualifications listed below. The resulting list of eligible candidates will be used to fill this SHA position or function only. Nature of Work: The main purpose of this position is to manage the daily operation and staff of the MDOT SHA Procurement Review Division, which is responsible for (1) the compilation, preparation and oversight of the Procurement Review Group (PRG) Minority Business Enterprise (MBE) goal, MBE sub-goal(s), Veteran-Owned Small Business (VSBE) goal, Disadvantaged Business Enterprise (DBE) goal and (2) the MBE/DBE/VSBE Schedule of Participation approval/denial.

In striving to meet the State of Maryland’s MBE goal, applicable sub-goals, VSBE goal, as well as the federal DBE and SBE goals, this position will ensure that all PRG functions are effectively and timely carried out in compliance with COMAR Title 21, CFR 49, Part 26, Maryland Board of Public Works (BPW) and MDOT and SHA guidance. On average MDOT-SHA procures over $1 billion in various procurement categories (construction, construction related, architectural and Engineering, maintenance, service, IT services, IT supplies & equipment) annually. As required under COMAR 21.11.03.09, all procurements over $50,000 must be presented to the Procurement Review Group for applicable goal setting. It is imperative that the project goals are set in a realistic and achievable manner.
This position will also oversee the MBE/DBE/VSBE Schedule of Project Participation approval processes that occurs during the contract pre-award and award phases through review and analysis, this position will also respond to waiver requests from prime contractors. The incumbent must have expert knowledge of all socio-economic programs.
