Job Summary
The Behavioral Health Services of Somerset and Bedford Counites (BHSSBC) HealthChoices Program is the Multi-County Management Entity created by the counties of Somerset and Bedford to oversee the management of the Medicaid HealthChoices Behavioral Health Program. BHSSBC has direct responsibility for all management and administrative functions associated with (1) the contract between the counties and the Commonwealth of Pennsylvania for the provision of Medicaid covered services and (2) the contract between the counties and the Behavioral Health Managed Care Organization (BH-MCO) that it chooses as a subcontractor to administer the program to service recipients.
The Accountant manages the daily financial operations and reporting for the HealthChoices program, ensuring full compliance with Department of Human Services standards. Reporting to the Executive Director and CFO, this role handles the end-to-end preparation and analysis of all monthly, quarterly, and annual financial statements and regulatory reports. A key focus includes validating complex program requirements like rate setting and reinvestment calculations while serving as a primary financial liaison for leadership, the Board of Directors, and external partners.
Position could be located in Somerset, PA, or Bedford, PA. Moderate travel is required.
If approved, remote work can be up to 2 days per week depending on supervisory Remote Work policy, position, required duties, etc. per Remote Work Policy.
Responsibilities
- Prepare and review monthly, quarterly and annual financial statements in accordance with the Department of Human Services guidelines and GAAP accounting standards.
- Complete and review the balance sheet, income statement of changes, cash flow, foot notes and additional schedules as required.
- Manage accounting functions within the company, including but not limited to general accounting functions, accounts payable, accounts receivable, payroll reconciliation and reporting.
- Prepare financial statements and respond to internal and external inquiries.
- Support annual budgeting process, financial forecasting, and management reporting with finance leadership.
- Provide financial analysis and reports to management and finance leadership to support decision making.
- Identify opportunities to improve accounting processes, strengthen internal controls and reduce the monthly closing cycle.
- Recommend target areas that are underfunded and provide a lead role in the completion of the data workbook and data concerns template.
- Assist with the analysis of data to determine needs of the network for potential expansion opportunities.
- Assist with all year end processes to include 1099 preparation, closing the financial year, and completing annual reporting requirements.
- Supervise, mentor, and develop accounting staff.
- Work with outside consultants to provide information, data and all requested information in conjunction with Executive Director and CFO.
- Analyze, test and audit claims on a regular basis and provide reporting back to the executive finance team of trends and findings of concern.
- Assist with the preparation of Board of Directors packets and executive level financial presentations.
- Prepare for, coordinate and facilitate internal finance and interagency financial meetings and attend financial meetings as directed.
- All other duties as assigned.
Requirements
- Bachelor's degree including or supplemented by 15 credits in accounting. A bachelor's degree in accounting or business administration is preferred.
- One year of professional accounting experience or five years of bookkeeping experience and 15 college credits in accounting. One year of experience in a managed care environment position in accounting or finance is preferred.
- Excellent verbal and written communication skills.
- Analytical, problem solving and budgetary skills.
- Ability to work effectively with the BHSSBC Executive Management Team and Board of Directors, accounting and financial consults and auditor, Behavioral Health Managed Care Organization, local and state officials and various stakeholder groups.
- Ability to use PC’s in a Windows based environment.

Pay: $40,000.00 - $45,000.00 per year
