Why does the job exist?
The purpose of the position is to maintain the New Mexico State Implementation Plan and other air quality management plans and regulations to comply with the requirements of the federal Clean Air Act, federal regulations, state statutes, rules, initiatives and policies. The position presents proposed air quality plans and regulations to the Environmental Improvement Board for adoption. The position also may work with federal agencies to manage grants to sub awardees for air quality improvements.
How does it get done?
- Lead State Implementation Plan and regulation development through negotiations, correspondence, and coordination with other State, Tribal and Federal agencies
- Conduct public outreach and review/consider public comments
- Research, strategize, and propose regulations and plans, working with myriad stakeholders
- Write technical reports, plans, regulations, briefing papers, white papers and other documents
- Develop written and oral testimony and present testimony before the Environmental Improvement Board
- Manage sub-awards of federal grants
- Maintain the integrity of the State Implementation Plan and other implementing plans required by the Environmental Protection Agency (EPA)

Minimum Qualification
Bachelor's Degree in Physical, Natural, or Environmental Science, Soil Science, Engineering, or Chemistry and four (4) years of experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. There is occasional travel both in and out of state.
