Overview
Milligan Partners is a Texas-based transportation and mobility consulting firm supporting toll road authorities across Texas and throughout the world. We are seeking an experienced IT professional to serve as a technical resource embedded within our toll road client engagements, with a primary focus on the Houston tolling ecosystem. This role bridges operational technology, back-office systems, and enterprise IT to support one of the nation's most active toll networks.
We are looking for someone to help manage the client relationship, support assigned projects, and look for new work opportunities with the client. This person will represent us on a daily basis and help maintain our reputation with the client. This position will be highly independent and a self-driven.
An ideal candidate would have experience with micro-transaction environments, technical documentation, testing, and vendor coordination, and come from the fintech industries.
Key Responsibilities
- Support operations of toll collection back-office systems
- Engage with technical and operational staff to identify and solve problems
- Support requirements development, documentation and testing related to system procurements
- Assist with integration between tolling platforms (AVI/transponder systems, video tolling, violation processing) and enterprise systems
- Coordinate with tolling vendors on system upgrades, patches, and issue resolution
- Participate in system testing, UAT, and go-live support for new or upgraded infrastructure
- Provide technical support across client IT environments, including network infrastructure, storage, and end-user systems
- Manage and maintain documentation for IT systems, configurations, and procedures
- Support cybersecurity compliance efforts, including NIST frameworks relevant to transportation authorities
- Assist with vendor management and contract oversight for IT service providers
- Participate in IT project planning, procurement, and implementation
- Serve as a technical advisor to client leadership on technology roadmap and procurement decisions
- Document findings, recommendations, and project status for internal and client stakeholders
Requirements
- US Citizen
- Bachelor of Science in IT or Finance related field
- 10+ years of work experience
- Working knowledge of networking fundamentals (TCP/IP, VLANs, firewalls, VPNs)
- Knowledge of on-premise and cloud environments
- Ability to translate technical concepts for non-technical audiences
- Ability to work on-site and travel between client facilities in the Harris County region
- Ability to attend conferences to represent Milligan and learn from industry experts
Working Conditions
- On-site at client offices around the Harris County region
- May require availability outside standard business hours during system outages or critical deployment
Pay: $102,067.94 - $160,985.05 per year
