Position Overview
Leon D. DeMatteis Construction Corporation is seeking a detail-oriented Construction Payroll Administrator to manage weekly payroll operations for union and non-union employees. This role is responsible for payroll processing, prevailing wage compliance, certified payroll reporting, union benefit administration, and supporting payroll-related compliance requirements.
The ideal candidate will have strong construction payroll experience and a solid understanding of union payroll, prevailing wage requirements, and certified payroll reporting, along with the ability to work independently while partnering with the Accounting department, HR department, and Project Management to ensure accuracy, compliance, and operational efficiency.
Key Responsibilities
- Process weekly payroll for union and non-union employees, including wage rates, deductions, vacation/personal days, and 401(k) contributions.
- Prepare and submit certified payroll reports in accordance with federal, New York State, and New York City requirements.
- Support prevailing wage compliance for public and government-funded projects.
- Calculate and reconcile union wages, fringe benefits, pension, annuity, health, and welfare contributions.
- Ensure payroll activities are administered in accordance with Collective Bargaining Agreements (CBAs), Project Labor Agreements (PLAs), and established payroll procedures.
- Maintain accurate payroll records, labor allocations, and payroll documentation in coordination with HR.
- Partner with Accounting and Project Management to reconcile labor costs and support project reporting requirements.
- Assist with payroll, union, workers' compensation, insurance, and government compliance audits as directed.
- Partner with HR on payroll-related matters, responding to employee inquiries, and other HR initiatives.
- Support payroll process improvements and operational efficiency initiatives.
Qualifications
Required
- 5+ years of payroll administration experience, with at least 3 years in the construction industry.
- Experience processing union payroll, including calculating union fringe benefits and employer contributions.
- Experience with prevailing wage requirements and certified payroll reporting.
- Working knowledge of federal and New York wage & hour law, prevailing wage requirements, and payroll tax regulations.
- Experience with Collective Bargaining Agreements (CBAs) and Project Labor Agreements (PLAs).
- Proficiency in Microsoft Excel.
- Strong organizational, analytical, and problem-solving skills.
- Excellent communication and interpersonal skills.
- Ability to manage multiple priorities and deadlines in a fast-paced environment.
- Ability to travel to the office and/or jobsite 5 days a week.
Preferred
- 5+ years of construction payroll experience.
- Associate's or Bachelor's degree in Accounting, Finance, Business Administration, or a related field; equivalent combination of education and relevant experience will be considered.
- Experience working with multiple Collective Bargaining Agreements (CBAs) and Project Labor Agreements (PLAs).
- Experience supporting payroll, union, and government compliance audits.
- Experience with labor allocations and job costing.
- Experience using payroll and accounting software within a construction environment, such as but not limited to CMiC.
Physical Requirements
Primarily sedentary office work, including prolonged periods sitting and working at a computer and reviewing detailed reports; occasional lifting/carrying of files and office materials up to 20 pounds.
