Position Summary:
WebHawkx is seeking an experienced Oracle Primavera Unifier Specialist to support for utility, government, and public infrastructure clients. The ideal candidate will have strong hands-on experience with Oracle Primavera Unifier administration, configuration, Business Process (BP) development, workflow automation, cost management, contract administration, document controls, reporting, and enterprise project management systems. The candidate will support the implementation, optimization, and continuous improvement of Primavera Unifier as an enterprise Project Management Information System (PMIS) to improve project visibility, standardize business processes, enhance project controls, and support data-driven decision-making throughout the capital project lifecycle. The role requires collaboration with program managers, project managers, engineers, construction teams, finance teams, IT teams, contractors, and other stakeholders to configure and support Unifier solutions throughout planning, design, procurement, construction, and project closeout activities.
Essential Functions:
- Oracle Primavera Unifier administration and configuration.
- Configure and maintain Unifier Business Processes (BP), forms, workflows, dashboards, reports, shell structures, and user permissions.
- Develop and optimize workflow automation processes supporting capital project delivery.

- Change Orders
- Payment Applications
- Issues Management
- Field Reports
- Correspondence Management
- Approval processes
- Support project cost management and project controls activities, including:
- Budgets
- Commitments
- Actual Costs
- Forecast Costs
- Funding
- Cash Flow Tracking
- Cost Reporting
- Configure and support contract administration workflows, including contract tracking, modifications, claims documentation, and approvals.
- Support document management and records control processes, including:
- Drawings
- Specifications
- RFIs
- Submittals
- Inspection Reports
- Contract Documents
- As-built records
- Develop and maintain project and program-level reports, dashboards, KPIs, and performance metrics.
- Support integration between Primavera Unifier and enterprise systems including:
- Primavera P6
- Power BI
- SharePoint
- GIS/ArcGIS
- Oracle databases
- Financial and asset management systems
- Perform system testing, troubleshooting, issue resolution, and implementation support.
- Manage user accounts, security roles, permissions, and system configurations.
- Provide Tier 1 and Tier 2 functional and technical support.
- Develop user manuals, SOPs, workflow guides, and training materials.
- Conduct administrator and end-user training sessions.
- Support user adoption and change management activities.
Other Functions:
- Support PMIS assessments, gap analysis, and process improvement initiatives.
- Conduct requirements gathering sessions with business stakeholders.
- Facilitate stakeholder workshops to understand operational needs and system improvements.
- Perform business process mapping and workflow optimization.
- Support PMIS governance development and standardization efforts.
- Assist with data validation, reconciliation, migration, and quality control activities.
- Develop recommendations to improve project delivery processes and reporting capabilities.
- Support continuous improvement initiatives across Capital Improvement Programs.
- Provide knowledge transfer and technical guidance to client teams.
- Collaborate with Oracle support teams and technical stakeholders to resolve system issues.
Required Knowledge, Skills, & Abilities:
- Strong experience with Oracle Primavera Unifier administration and configuration.
- Experience developing and managing Unifier Business Processes (BP).
- Strong knowledge of workflow design, approval routing, notifications, and business rules.
- Experience supporting:
- Cost management

- PMIS administration
- Strong understanding of Capital Improvement Programs (CIP) and infrastructure project delivery.
- Knowledge of construction management processes, including:
- RFIs

- Understanding of Primavera P6 scheduling concepts.
- Experience integrating Unifier with enterprise systems.
- Experience developing reports, dashboards, and performance metrics.
- Experience supporting Power BI reporting integration.
- Experience supporting SharePoint and enterprise document management solutions.
- Knowledge of data management, reporting, validation, and governance practices.
- Strong analytical, problem-solving, and communication skills.
- Ability to translate business requirements into practical PMIS solutions.
Minimum Education & Experience Requirements:
- Bachelor's degree in Engineering, Construction Management, Information Technology, Computer Science, Business Administration, Project Management, or related field.
- 5+ years of Oracle Primavera Unifier experience.
- 8+ years supporting PMIS, project controls, capital programs, construction management systems, or enterprise project management solutions.
- Experience supporting large infrastructure, utility, government, or Capital Improvement Programs.
