Job Overview
Tri-County Health Department is seeking a full-time Health Department Administrator to provide leadership, oversight, and daily management of public health services for DeKalb, Gentry, and Worth Counties.
This position is responsible for the overall administration of the health department, including staff supervision, grant management, budgeting, program oversight, policy implementation, accreditation activities, community partnerships, and reporting to the Board of Trustees. The ideal candidate will be organized, professional, dependable, and able to balance public health requirements with the needs of a small rural health department.
Primary Responsibilities
The Health Department Administrator is responsible for overseeing the daily operations of the department and ensuring programs are carried out in compliance with applicable federal, state, and local requirements. Duties include, but are not limited to:
- Provide leadership and supervision to health department staff.
- Oversee public health programs, including WIC, immunizations, communicable disease, emergency preparedness, maternal/child health, Title X/family planning, environmental health, vital records, and other assigned programs.
- Work with program staff to ensure grant deliverables, corrective action plans, LAP goals, outreach plans, and reporting requirements are completed.
- Prepare, monitor, and manage budgets, grants, contracts, invoices, payroll review, and financial processes.
- Work with QuickBooks and financial reports as needed.
- Communicate regularly with the Board of Commision, state agencies, community partners, schools, medical providers, and the public.
- Ensure policies, procedures, public notices, required postings, and compliance documentation are maintained.
- Support accreditation, quality improvement, performance management, and community health assessment activities.
- Ensure separation of duties, internal controls, supplies, documentation, and required annual reviews are completed.
- Maintain confidentiality and professionalism in all personnel, client, and agency matters.
- Represent the health department in meetings, trainings, coalitions, and community events.
- Respond to public health concerns, emergencies, animal bites, communicable disease issues, and other situations as needed.
- Perform other duties as assigned by the Board of Trustees.
Preferred Qualifications
- Bachelor’s degree in nursing, public health, healthcare administration, business administration, or a related field preferred.
- Public health, healthcare, grant management, supervisory, or administrative experience preferred.
- Knowledge of QuickBooks or willingness to learn required.
- Strong communication, organization, leadership, and problem-solving skills.
- Ability to manage multiple programs, deadlines, staff responsibilities, and reporting requirements.
- Ability to work professionally with staff, board members, state agencies, community partners, and the public.
- Must be able to maintain confidentiality and exercise sound judgment.
- Computer skills required, including email, Google Workspace or Microsoft Office, spreadsheets, and online reporting systems.
- RN license preferred but not required unless otherwise determined by the Board.

Schedule
Full-time position. Standard business hours are Monday through Friday, with occasional meetings, trainings, outreach events, or emergency response activities outside regular hours.
Salary
Salary is dependent on qualifications and experience.
