BankFund Credit Union is a full-service financial cooperative that was organized and chartered in 1947 as a convenient place for employees of the World Bank Group and International Monetary Fund and their families to save and to obtain credit. Located in Washington, DC, BankFund maintains three full-service branches downtown with our headquarters located near Farragut West metro station. This position is classified as a hybrid role which means that on-site work will be expected. After completion of training for the role, staff generally work on site 60% of the time but this is subject to change based on health and safety standards and operational need. Success in this role hinges on proficiency in vendor management and the ability to lead product, project, and engineering teams within IT and across the organization. The VP of PES is responsible for managing product managers, project managers, and highly technical staff to accelerate business strategy. Key requirements for this position include strong documentation and presentation skills, analytical and critical thinking abilities, and the initiative to identify and address needs proactively.
- Develop and implement product management methodology that supports business strategy.
- Continuously improve the product management framework, processes, and tools to support changing requirements and dynamics of the organization and technology landscape.
- Monitor and provide executive reports that demonstrate the value and success of product management delivery and technology solution delivery.
- Work with the IT Management team and business stakeholders to define metrics and reporting strategies that effectively communicate successes and progress of delivery programs.
- Considers product-line/business unit and enterprise priorities, strategies, goals, emerging technologies, industry trends and economic viability across the relevant product/initiative portfolios.
- Oversees vendor contract execution and on-boarding in collaboration with IT Leadership, Legal, Risk, and Compliance.
- Oversees improvement of IT budget forecasting and tracking.
Delivery Management
- Own the end-to-end execution of the product vision, ensuring alignment with business strategy and translating it into actionable priorities for product, engineering, and delivery teams.
- Lead the definition, planning, and execution of product roadmaps that are anchored in desired business outcomes and user experience goals.
- Establish and scale delivery frameworks—such as Agile and hybrid models—to enable iterative development, speed to value, and cross-functional collaboration.
- Provide hands-on leadership to product managers, technical teams, and project managers to ensure clarity of objectives, efficient execution, and continuous improvement.
- Align product and platform architecture decisions with enterprise goals, coordinating across business stakeholders and IT leadership to ensure scalability and performance.
- Serve as a key integrator of business demand, guiding the intake, evaluation, and prioritization of new ideas, enhancements, and product capabilities across multiple lines of business.
- Champion enterprise architecture standards and engineering best practices that ensure scalable, secure, and resilient technology solutions across the organization.
- Oversee the modernization and governance of the Software Development Lifecycle (SDLC), aligning delivery frameworks with strategic business objectives and evolving compliance and budgetary requirements.
- Lead strategic vendor partnerships for the development and deployment of technology platforms, ensuring delivery excellence, contract alignment, and adherence to defined service levels.
- Direct the transition of new products and solutions to operational support teams, ensuring comprehensive documentation, knowledge transfer, and training plans are in place.
- Guide the development of product strategies informed by architectural principles, technology research, and emerging trends to drive innovation and sustainable differentiation.
- Provide strategic leadership and executive oversight for enterprise-wide technology and transformation initiatives, ensuring alignment with regulatory mandates, risk frameworks, and strategic growth objectives.
- Continue enhance initiative intake and governance model that integrates compliance, risk, security, and legal review checkpoints throughout the lifecycle.
- Oversee multi-year transformation roadmaps, ensuring interdependencies between business capabilities, technology platforms, and regulatory deliverables are actively managed and sequenced for maximum impact.
- Lead enterprise prioritization and investment decision-making for major initiatives, incorporating cost-benefit analysis, business impact, risk mitigation, and regulatory deadlines.
- Establish outcome-driven KPIs and success metrics that demonstrate value realization and alignment to organizational goals.
- Own the enterprise technology portfolio of strategic initiatives, programs, and projects.
- Establish governance frameworks for project intake, prioritization, approval, funding, and oversight.
- Chair or lead the Project Oversight Committee (or equivalent governance body).
- Ensure alignment of investments with organizational strategy, member experience goals, operational priorities, and regulatory requirements.
- Develop executive decision-making processes for tradeoffs involving scope, risk, cost, resources, and timelines.
- Provide visibility into staffing requirements, skills gaps, and capacity constraints.
- Balance strategic initiatives against operational priorities.
- Optimize utilization of project managers, business analysts, product managers, engineering teams, and business SMEs.
- Recommend resource allocation decisions to executive leadership.
- Advise on technology related risk management standards for strategic initiatives.
- Monitor cross-functional dependencies.
- Identify technology product portfolio-level risks and escalation requirements.
- Lead issue resolution and executive decision forums.
- Partner with department leaders to ensure appropriate controls for regulatory, cybersecurity, operational, and vendor risks.
- Drive accountability through consistent program health reporting and executive-level dashboards that highlight progress, escalation areas, resource constraints, and strategic risks.
Additional Duties:
- Build and sustain strong alignment with executive stakeholders and cross-functional business units to shape, prioritize, and deliver product and technology outcomes that reflect organizational strategy and culture.
- Effectively communicate enterprise product, engineering, and delivery goals to diverse audiences—translating complex technical strategies into compelling narratives that drive shared vision, sponsorship, and sustained engagement.
- Lead with influence, leveraging deep stakeholder relationships to cultivate trust, mobilize support, and drive enterprise adoption of new capabilities and ways of working without disrupting cohesion.
- Apply structured change management practices to guide the organization through transformational initiatives—ensuring teams are equipped, engaged, and aligned as product and technology strategies evolve.
- Provide oversight and strategic direction for teams responsible for API-based product development, ensuring APIs are well-architected, discoverable, and governed according to industry best practices.
- Lead and manage a high-performing organization of Product Managers, Project Managers, Engineers, and Architects—ensuring strategic alignment, operational execution, and continuous development of talent.
- Drive workforce planning, performance management, and leadership development across domains, fostering a culture of excellence, innovation, and accountability.
- Is available at all times for contact by a mobile communication device and, as needed, provides telephone support, coordinates the response and remediation of production incidents, or reports to the Credit Union.
- Undertakes other work-related duties as assigned.
For internal purposes, this position is graded as Executive - 18.
The anticipated annualized base salary range for this position is $225,000 to $300,000. Final base salary for this role will be based on the individual’s job-related experience, skillset, training, certifications and market demands. The benefits available for this full-time position include but are not limited to: medical, dental, and vision insurance, 401(k) plan, life insurance coverage, disability benefits, tuition assistance program and paid time off, including paid parental leave benefits. In addition to base compensation salary, this role position is eligible for an annual incentive plan.

- Minimum of 15 years of progressive IT and product leadership experience, including at least 10 years in senior roles overseeing product management, engineering, architecture, and program delivery functions.
- Proven success leading large, cross-functional teams and managing leaders across product, project, engineering, and architecture disciplines in a complex enterprise or regulated environment.
- Demonstrated ability to influence at the executive level, build strong partnerships across business units, and align technology investments with organizational goals and outcomes.
- Deep understanding of customer-centric design, member experience strategy, and the role of digital products in enabling business transformation.
- Strong analytical and strategic thinking capabilities with a track record of driving technology-enabled innovation and measurable value creation.
- Adept at navigating matrixed environments and fostering collaboration across diverse teams, business lines, and external partners.
- Exceptional communication and executive presence, with the ability to translate complex ideas into clear, persuasive narratives for technical and non-technical audiences.
- Demonstrated expertise in agile methodologies, lean product delivery, and scaled frameworks (e.g., SAFe, LeSS) with hands-on experience operationalizing these at scale.
- Experience applying product lifecycle management, technology governance, and risk-aware delivery practices in regulated sectors.
- Demonstrated success implementing change management initiatives tied to digital or organizational transformation.
Education Requirements:
- Bachelor’s degree in Computer Science, Engineering, Information Systems, or a related field
- Master’s degree in Technology Management, Business Administration, or equivalent preferred.
- Certifications in Agile, Scrum, SAFe, or equivalent product and delivery frameworks are strongly preferred.
