The Environmental Regulatory Analyst will support the corporate and local asset operating teams' compliance efforts, focusing on regulatory and environmental programs. This position will report to the Environmental Manager and will be based on-site in the corporate office in Houston with limited travel potential to our field offices.
Manage all regulatory compliance programs, including
Manages production RRC SWR 36 H-9 program, including scheduling sampling, completing H-9s, and tracking when new analysis is needed
Manages SWR 32 program across all Eagle Ford and Permian assets, files for appropriate exceptions as needed with RRC, files hearing notices
Takes part in emissions tracking projects and assists in the development of emissions reduction initiatives
Management of TCEQ Tier II program including initial, quarterly, and annual reporting across all assets
Track new production, completions, and new facilities for regulatory compliance
Acquires new registration numbers and makes OOOOb completion notifications to EPA and TCEQ
Works with SWR 26, 27, & 55 in conjunction with Regulatory & Production Department on acquiring and filing proper RRC forms P-17/ P-17A commingling permits.
Assists with all emissions and regulatory compliance reporting within NSPS OOOOabc and GHG programs
Manage environmental permit acquisition and compliance monitoring for all facilities and projects in all asset areas
Periodic review and amend environmental and regulatory programs within HSE and Air Quality Manuals
Facilitate and lead environmental compliance database data quality improvements and business process flow standardization
Qualifications:
Bachelor's degree in Engineering, Environmental, Applied Sciences, or equivalent experience in lieu of degree
Ideally 5+ years of experience in environmental/Regulatory permitting, assessment, consulting, compliance, and remediation practices within the oil and gas industry
Valid Driver's License and acceptable driving record to drive Company and personal vehicles to perform required tasks
Proficient analytical and problem-solving skills
Aptitude for recognizing, recommending, and implementing process improvements
Self-motivated, team player, comfortable working under pressure, and dedicated to team development
Ability to work effectively across departments, with all levels of the organization, to prioritize workload and work with minimal supervision
Effective communication skills and the ability to work with field personnel, office staff, and regulatory agencies
Core Competencies :
Must possess a working understanding/familiarity of the following environmental principles and state regulations
Oil and gas industry regulatory, HSE, and air quality permitting/compliance experience in Texas preferred
Must possess a strong field experience background and have strong independent decision-making abilities
Texas Railroad Commission SWR proficiency
H2S Hydrogen Sulfide Rules & regulations
Familiarity with regulatory requirements and ability to research them
Knowledgeable in environmental regulations applicable to the pipeline industry, including releases, air, water, waste, etc.
