Summary/objective: The Business Development Representative is responsible for developing, strengthening, and maintaining referral relationships that promote Recovery Point West Virginia's behavioral health and recovery services throughout the state. This position serves as the organization's primary outreach representative by educating referral sources, healthcare providers, correctional agencies, managed care organizations, and community partners on available treatment services, admission criteria, and recovery resources.
The Business Development Representative will collaborate closely with leadership, admissions, and clinical staff to increase referrals, expand community partnerships, and support Recovery Point West Virginia's mission of providing comprehensive, person-centered behavioral health and recovery services. The ideal candidate is an energetic, relationship-focused professional with excellent communication skills, a passion for helping individuals access care, and the ability to build lasting professional relationships throughout West Virginia.

Referral Development & Community Outreach

Develop and maintain referral relationships with hospitals, emergency departments, detoxification programs, behavioral health providers, federally qualified health centers, correctional facilities, courts, probation and parole offices, managed care organizations, recovery organizations, and other community partners.

Conduct regular outreach visits, presentations, and educational meetings to promote Recovery Point West Virginia's behavioral health, residential recovery, outpatient, intensive outpatient, peer recovery support, and case management services.

Represent Recovery Point West Virginia at conferences, community events, coalition meetings, health fairs, and networking opportunities.

Identify opportunities to establish new referral sources and strengthen existing partnerships throughout West Virginia.

Maintain a professional presence within the community while promoting the organization's mission, values, and services.

Admissions Coordination & Referral Management

Serve as a primary point of contact for referral partners seeking treatment placement for individuals.

Educate referral sources regarding available services, admission criteria, insurance requirements, and treatment options.

Coordinate closely with admissions and clinical staff to facilitate timely referrals, screenings, and admissions.

Assist referral partners in obtaining documentation necessary to complete admission reviews.

Maintain regular communication with referral sources regarding program availability and placement status while complying with all confidentiality requirements.

Community Partnership Development

Develop collaborative relationships with healthcare systems, behavioral health providers, government agencies, community organizations, employers, and recovery stakeholders.

Participate in community coalitions and committees that support behavioral health, substance use disorder treatment, and recovery initiatives.

Stay informed of community resources, behavioral health trends, and treatment options to effectively educate referral partners.

Assist leadership in identifying strategic opportunities for organizational growth and service expansion.

Compliance & Reporting

Ensure all outreach and referral activities comply with HIPAA, 42 CFR Part 2, West Virginia Medicaid requirements, Bureau for Medical Services (BMS) regulations, OHFLAC requirements, and applicable accreditation standards.

Maintain accurate documentation of outreach activities, referral contacts, and partnership development using the organization's designated tracking system.

Monitor referral trends and prepare reports for leadership identifying opportunities for program growth.

Represent Recovery Point West Virginia ethically and professionally while ensuring all information shared accurately reflects organizational services.

Education/Qualifications:
- High school diploma or equivalent required.

Associate's or Bachelor's degree in Marketing, Business Administration, Communications, Human Services, Healthcare Administration, or a related field preferred.

Experience in healthcare, behavioral health, substance use disorder treatment, business development, marketing, community outreach, or referral development preferred.

Experience building professional relationships with healthcare providers or community organizations is highly desirable.

Must be at least 18 years of age.
Licensure and Requirements

Valid West Virginia driver's license with an acceptable driving record.

Reliable transportation with the ability to travel extensively throughout West Virginia.

Successful completion of state and federal fingerprint-based criminal background checks.

Successful completion of all required pre-employment drug screening.

CPR and First Aid certification preferred or willingness to obtain after hire.
