Job Summary
To ensure accurate, cost effective test results of individual departments by managing personnel and budgetary guidelines, overseeing the smooth operation of instrumentation, directing workflow and quality assurance, handling problems with customers, evaluating new tests and technology, supervising and developing staff, and ensuring compliance with regulatory agencies.
Assists the Director of Laboratory Services in the day-to-day operations of the Laboratory with administrative, fiscal, and technical activities . Directly responsible for scheduling and utilization of laboratory personnel to effectively handle the daily testing workload . Oversees instrumentation operation, directs workflow, handles problems, supervises and develops staff, ensures compliance with regulatory agencies.
Responsibilities
Supervision of Staff
Maintains department Policy and Procedure manual according to regulatory standards andguidelines. Reviews and revises policy and procedure manual annually and/or as needed. Writes newtechnical policies and procedures as needed. Contributes to General Lab policy and procedure manual. Prepares and conducts annual performance evaluations and completes on time. Schedules work and evaluates day-to-day performance in relation to department objectives andestablished standards. May initiate and recommend salary changes, promotions, transfers, discipline, termination, vacationschedules, leaves of absence, performance appraisals and other personnel action in coordination with HRand in accordance with established hospital policy. Discusses,and is involved in, the resolution of employee relations' issues according to establishedprocedure. Objectively interprets hospital policy to staff. Applies personnel policies in a consistent, fair and equitable manner. Evaluates staff's education needs and oversees and/or arranges for in- services and training.Effectively coaches and motivates staff. Is responsible for interviewing, assignment, scheduling, development, and evaluation of staff. Conducts regular meetings with staff. Ensures that staff expectations are consistent with the goals of MGH. Participates effectively in administrative call for calloffs, general problems, etc. Has a voluntary controllable turnover rate of 20% or less.
Management of Budget
Prepares department operational budget and provides fiscal management within the approvedguidelines. Prepares department capital equipment requests for approval. Prepares goals and objectives for department and self to support MGH's goals. Develops and manages department(s) within set budget(s).
- Prepares work schedules, assigns personnel, evaluates work performance, and makes recommendations for personnel actions.
- Effectively directs, develops, evaluates, counsels, and disciplines assigned staff.
- Demonstrates the ability to cope with and manage change, as well as help others do the same.
- Assist the Director of Laboratory Services with timely, thorough investigation and follow-up of incidents relating to laboratory performance and assists as needed in implementing appropriate corrective actions to prevent or minimize recurrence.
- Assists with education and training programs in the laboratory, including orientation, competency assessment, and in service education for all sections of the laboratory.
-Oversees the activities for the laboratory’s Proficiency Testing program. -Oversees review of the laboratory’s Quality Control Program.
- Assists in the evaluation and development of new procedures; continually assesses the performance of all clinical equipment.
- Assists the Director of Laboratory Services in budget preparation and suggests capital equipment needs.
- Assumes full responsibility of the laboratory during on call assignments and in the absence of the Director of Laboratory Services. Fills in working the bench during staff shortages.
- Effectively participates in administrative call for staffing call offs, general problems, etc.
- Maintains departmental policies and procedures according to regulatory requirements and standards. Supports performance improvement processes, adheres to safety, environmental and infection control standards.
- Evaluates staff’s education needs and oversees and/or arranges for in-services and training.
- Maintains professional growth and development through participation in educational programs, current literature, in-service meetings, and workshops.
- Attends meetings as required.
- Performs other duties as assigned.
Knowledge, Skills & Abilities
Light Work: Frequent lifting and/or carrying of objects weighing up to10 lbs with a maximum lifting of 25 lbs.
A minimum of four (4) years' experience in the respective departmentrequired. Demonstrated knowledge of the related guidelines, regulations and technical skills required to perform the duties ofthe bench position. Demonstrated ability to effectively manage staff, conduct training, interact with ancillary departments andvendors, and maintain effective relationships with medical and nursing staff using knowledge/skills normally acquired throughprevious supervisory experience. Demonstrated ability to communicate clearly both orally and in writing. Demonstrated abilityto provide analytical and keen reasoning skills during crisis situations. Preferred knowledge of business managementpractices to effectively manage the budget, staffing needs and customer service, and maintain good vendor relations forequipment and supply needs, using knowledge/skills normally acquired through completion of college level businessmanagement course work or equivalent experience. Knowledge of basic computer operations and ability to utilize laboratory-related software.
