The Energy Portfolio Analyst serves as the central hub for energy planning, procurement strategy, and financial optimization. Responsible for performing unit commitment, load forecasting, and next-day/hourly energy marketing activities. Evaluates weather, transmission service impacts, guides wholesale market transactions, and supports System Operations in economic dispatch decisions. Coordinates on outage planning, operational testing, and financial settlement activities, including regular reporting and reconciliation of power purchases and oversees portfolio operations. Engages in energy transactions that balance reliability with cost-effectiveness.

RESPONSIBILITIES
- Analyzes consumption patterns and develop short-, mid-, and long-term load forecasts. Build and maintain forecasting models and dashboards. Continuously improve forecast accuracy and communicate insights to stakeholders.
- Monitor and manage Purchase Power Agreements (PPAs) and fuel contracts. Identify, assess, and mitigate financial and market risks. Ensure compliance with contractual obligations guide daily power purchasing activities. Identify opportunities for cost-effective purchased power purchases and contracts.
- Develop and track KPIs relevant to power consumption patterns and system reliability performance.
- Review invoices and validate power supply costs. Develop budgets, forecasts, and variance reports. Provide financial insights to support cost control and strategic planning.
- Prepare and submit regulatory filings and reports (e.g., FERC, EIA, state commissions). Monitor regulatory developments and assess impacts on operations. Ensures compliance with procurement manual and related purchased power procurement rules. Support compliance and long-term planning initiatives.
- Collaborate with Finance, Engineering, and Executive teams. Ensures purchased power purchases including spot market purchases are properly recorded. Translates complex data into actionable recommendations for reliable portfolio management. Contributes to long-term energy strategy and resource planning.
- Understands and adheres to established control procedures, such as proper authorization of expenditures. Immediately report any suspected control deficiencies or fraudulent activities to supervisors or through established whistleblowing channels.
Job Requirements
EDUCATION
Bachelor's degree in Engineering, Business, or a related field; in lieu of a degree, an equivalent combination of education, experience, and certifications may be considered.
EXPERIENCE
3+ years' experience in Bulk Power System Operations, Unit Commitment, or Energy Marketing (5+ preferred), including 2+ years as an Energy Marketer with direct experience in portfolio optimization.
Additional Requirements
CERTIFICATES
NERC System Operator Certification at the Balancing and Interchange Operator level (preferred).

Florida Class E Driver's License

EMERGENCY RESPONSE DUTIES
This position is part of New Smyrna Beach Utilities Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlined in the Human Resources Manual or Collective Bargaining Agreement. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by NSBU’s Emergency Incident Commander or individuals designated by the General Manager/CEO to assign such functions may result in disciplinary action up to and including termination.
