DESCRIPTION:
We are pleased to announce that the State Courts Administrator’s Office (SCAO) is looking for a Threat Management Coordinator. The Threat Management Coordinator is a member of the State Court Administrator’s Office emergency management team and provides advanced professional work around reported incidents and threat management for the Minnesota Judicial Branch.
This role is responsible for the development, coordination, and oversight of a comprehensive threat management program designed to identify, assess, mitigate, and respond to incidents reported and threats directed at judicial officers and court staff. Work requires participation and coordination with law enforcement, security partners, as well as coordination with Appellate Courts, State Court Administration, District Courts, and district and local Court Administration offices.
The position serves as a subject-matter expert on incident triage, behavioral threat assessment, protective intelligence, and risk mitigation. Work is performed in accordance with federal and state laws and state judicial branch policies. Work is performed independently under limited supervision of the Deputy State Court Administrator. Work is performed in collaboration with the Branch’s Emergency Manager. Work is reviewed through periodic conferences and reports and based on results achieved.

Examples of key responsibilities include:
Threat Management:
- Develop, implement, and maintain threat response procedures for incidents and threats against judicial officers and court staff, including intake of all reported incidents, triage, assessment, mitigation, and monitoring protocols.
- Evaluate and assess all reported incidents including threats, suspicious behaviors, or concerning communications using recognized threat assessment methodologies.
- Work in coordination with district and local court administration, local law enforcement, Sheriff’s Offices, Bureau of Criminal Apprehension (BCA), Legal Counsel, and Human Resources to recommend risk mitigation strategies based on assessed threat levels.
- Serve as liaison between the judicial officer or court victim and local, state, and federal law enforcement agencies, fusion centers, protective services organizations, and SCAO divisions to implement mitigation strategies.
Organizational Consulting:
- Establish and update policies, procedures, guidelines and best practices related to incident reporting, tracking, threat assessment, information sharing, and case documentation.
- Develop and maintain standardized tools, incident tracking systems, reporting templates and forms, and decision frameworks to promote consistency, information sharing, and process transparency.
- Provide consultation and guidance to leadership, judicial officers, and court staff regarding incidents, threat-related concerns, and protective considerations.
- Design and deliver training for judicial officers, court staff, and stakeholders on threat awareness, reporting protocols, and personal safety considerations.
- Conduct after-action reviews and recommend program or procedural improvements.
- Back up for other Threat Management Coordinators.
TYPICAL QUALIFICATIONS :
Any combination of education, training, and work experience which indicates possession of the knowledge, skills, and abilities listed below will be considered. An example of an acceptable qualification is:
Minimum Qualifications:
- Bachelor’s degree in criminal justice, public administration, psychology, behavioral science, homeland security, emergency management, or a closely related field.
- Minimum of (5) five years of experience in law enforcement serving in an investigative role for a minimum of (3) three of those years.
Professional experience in one or more of the following areas:
- Threat assessment or threat management
- Protective intelligence or security risk management
- Behavioral analysis, workplace violence prevention, or protective services
Preferred Qualifications:
- A master’s degree in a related field.
- Experience working with elected officials, judicial officers, or high-profile public figures.
Knowledge, Skills, and Abilities:
- Knowledge of behavioral threat assessment principles and recognized models.
- Ability to assess complex, sensitive situations and make sound, defensible recommendations.
- Ability to communicate effectively with leadership, law enforcement, and non-technical audiences.
- Ability to maintain strict confidentiality and handle sensitive information with discretion.
- Strong interpersonal and verbal/written communication skills.
- Proficiency with standard computer software (e.g., Microsoft Office Suite).
- Ability to remain calm and professional in stressful situations.
- Demonstrated ability to follow detailed procedures and work effectively both independently and as part of a team.
SALARY RANGE:
The expected starting salary range for external candidates is $40.08 - $51.11 per hour ($83,687 - $106,718 annually). The full salary range for this position is $40.08 - $62.14 per hour ($83,687 - $129,748 annually). This position is exempt under the Fair Labor Standards Act and is eligible for state of MN employee benefits.
SUPPLEMENTAL INFORMATION:
Position Logistics:
This full-time position is classified as a Court Operations Analyst II. The role operates in a hybrid work environment, with occasional days on-site at the Minnesota Judicial Center in Saint Paul, as business need dictates. Occasional in-state travel and some non-standard hours are required.
Physical Demands : Work is essentially sedentary with occasional walking, standing, bending, and carrying items under 25 pounds such as papers and files .
