Serves as Product Owner and Super Admin for the OTS Connect Billing Portal, overseeing implementation, administration, user access, security permissions, and role assignments for internal staff and customer agencies.
Provides tier-one technical support and serves as the final escalation point for highly complex portal and technology issues, coordinating with developers, tier-two support teams, and OTS Information Security Services (InfoSec).
Leads customer portal focus groups to gather stakeholder feedback, improve user experience, and identify future system enhancements.
Acts as Lead Architect and Technical Lead for the design, implementation, and architectural review of new and existing technologies, ensuring compliance with state and federal security policies and standards.

Collaborates with internal stakeholders, auditors, customer agencies, and external counterparts to establish appropriate rate levels and maintain compliance with state and federal cost allocation, recovery, and financial reporting requirements.
Oversees fiscal analyses and provides recommendations to management regarding operational performance, financial operations, policy improvements, and expenditure corrections within LaGov.
Manages customer billing operations, outstanding receivables, personnel cost allocations, and customer engagement activities related to OTS billing and financial services.
Conducts cost-benefit analyses and develops data products, benchmarking metrics, balanced scorecards, and service-level reporting to evaluate the effectiveness and efficiency of OTS technology initiatives and service delivery.
Manages staff activities by prioritizing assignments, monitoring work performance, ensuring timely completion of projects, and enforcing compliance with OTS policies, procedures, and state and federal guidelines.
Prepares the Annual OTS Technology Cost Allocation Report to OSRAP, provides input on the impact of legislation and regulatory changes affecting statewide IT systems, and performs special projects, studies, analyses, and other duties as assigned.
