Universal Service Recycling Inc. is a family-owned metal recycling company located in Stockton, California. As California Valley’s premier recycling facility, we pride ourselves on delivering top-tier service and operational excellence. We are currently seeking a dedicated and detail-oriented Human Resources Generalist to join our administrative team.
Position Summary:
The HR Generalist is responsible for supporting a wide range of human resources functions, including recruitment, employee relations, performance management, benefits administration, compliance, and HR policy implementation. This role serves as a key point of contact for employees and managers, helping to foster a positive workplace culture and ensure HR practices align with company goals and legal requirements. This position will be on-site based at our corporate office in Stockton, CA and will be supporting five locations – four in California and one in Nevada, with minimal travel between sites.
Essential Duties and Responsibilities:
HR Administration
- Maintain accurate employee records for all sites.
- Process employee lifecycle changes, including new hires, terminations, promotions, transfers, and status changes.
- Assist with payroll-related inputs such as timekeeping corrections, pay changes, and deductions coordination.
- Coordinate HR-related communications to employees across multiple locations.
- Ensure consistency in HR practices across all locations.
Recruitment & Onboarding
- Manage full-cycle recruiting for assigned roles, including job postings, sourcing, screening, interviewing, and offer coordination.
- Coordinate and conduct employee onboarding and orientation programs across multiple locations.
- Ensure a smooth new hire experience and completion of required documentation.
Employee Relations
- Serve as a primary point of contact for employee concerns, questions, and workplace issues across all locations.
- Conduct initial intake and fact-finding for employee relations matters and escalate complex cases as appropriate.
- Support and document workplace investigations, ensuring consistency, fairness, and compliance with company policy.
- Provide guidance to managers on employee performance issues, corrective action, and coaching approaches.
Benefits & Compensation Support
- Assist employees with benefits enrollment and questions.
- Coordinate with benefits providers as needed.
- Support compensation processes and updates.
- Track and manage employee leave of absence cases, including FMLA, CFRA, and other statutory leaves.
Compliance & Policy
- Ensure HR practices comply with federal, state (CA and NV), and local employment laws.
- Monitor and interpret changes in employment legislation and recommend updates to HR policies and procedures accordingly.
- Ensure proper filing and retention of personnel records in compliance with legal requirements.
- Assist in updating and communicating HR policies and procedures across all locations.
- Facilitate and manage required compliance training.
- Other duties as assigned.
Qualifications:
Education & Experience
- Bachelor’s degree in Human Resources, Business Administration, or related field (preferred).
- 5+ years of HR experience in a generalist or similar HR role.
Skills & Competencies
- Strong knowledge of HR principles, employment law in California (Nevada preferred).
- Strong problem-solving and conflict resolution abilities.
- Ability to manage multiple locations and priorities effectively.
Preferred
- Experience supporting multi-site or multi-state operations.
- Bilingual (English/Spanish) preferred.
Pay: $70,304.00 - $75,000.00 per year
