Project Manager - Water & Pipeline Rehabilitation
Position Overview:
We are seeking an experienced Project Manager to lead water, sewer, stormwater, and pipeline rehabilitation projects with a focus on CIPP and force main rehabilitation. The ideal candidate will oversee project delivery from planning through construction, ensuring projects are completed on time, within budget, and meet quality and regulatory requirements. This role requires technical knowledge of pipeline systems, strong construction management skills, and the ability to coordinate multidisciplinary teams and stakeholders.
Key Responsibilities:

Lead project planning, scheduling, budgeting, and resource allocation for water, sewer, stormwater, and pipeline rehabilitation projects.

Manage construction activities and contractors, including oversight of CIPP (cured-in-place pipe) and force main rehabilitation work to ensure safety, quality, and compliance.

Prepare and review project proposals, scopes of work, cost estimates, and contract documents. Manage change orders and maintain accurate project financials.

Serve as primary client and stakeholder point of contact; communicate project status, risks, and mitigation plans effectively and professionally.

Coordinate permitting, inspections, and regulatory compliance with local, state, and federal agencies.

Develop and maintain project documentation, including progress reports, submittals, RFIs, as-built drawings, and closeout packages.

Implement and enforce QA/QC and safety plans on-site; conduct regular site visits and inspections to monitor construction progress and performance.

Supervise and mentor project staff and subcontractors; facilitate collaboration across engineering, operations, and field teams.

Use project management software and reporting tools to track schedules, budgets, and performance metrics.

Support business development efforts by assisting with proposal development, client presentations, and technical input as needed.
Qualifications:

Bachelors degree in Civil Engineering, Construction Management, or related field; Masters degree or relevant certification (PMP, CCM) is a plus.

Professional Engineer (PE) license preferred but not required.

Minimum 5-8 years of project management experience in water, sewer, stormwater, or pipeline construction and rehabilitation, with demonstrated experience in CIPP and force main projects.

Proven track record managing construction contracts, contractors, schedules, and budgets for municipal or utility infrastructure projects.

Strong knowledge of pipeline rehabilitation methods (CIPP, sliplining, lining systems), trenchless technologies, and pipeline materials and installation practices.

Familiarity with regulatory requirements, permitting processes, and industry standards for water and wastewater systems.

Excellent communication, leadership, and client-management skills, with the ability to present technical information clearly to non-technical stakeholders.

Proficient in MS Office, scheduling and estimating software (Microsoft Project, Primavera, or similar), and project management tools.

Ability to perform field work, travel to project sites, and participate in extended site activities as required.

Valid drivers license and willingness to travel to regional project sites.
