The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces.
This is a federally funded time limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgments, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.
Job Duties:

Provides support and answers inquiries from claimant and employers regarding unemployment insurance.
- Informs them of their rights and responsibilities under Unemployment Insurance laws and regulations.
- Performs in depth investigation on all Kentucky's Electronic Workplace for Employment Services (KEWES) issues including overpayments that may apply and report them for collection purposes.
- Performs duties in reconsiderations, missing check affidavits, pension eligibility, training, work refusals and reporting issues.
- Obtains detailed statements from claimants and employers concerning claimant's eligibility to receive unemployment benefits and employers charges to the claim.

Adjudicates unemployment insurance non-separation and claimstaker claims issues according to unemployment insurance laws and regulations and issues a notice of determination with appealable rights.
- Tracks weekly caseload for reporting purposes and maintains a spreadsheet of issues worked.
