We are seeking an experienced Program Manager to lead and oversee complex data analytics initiatives supporting a federal government client located in the Washington DC metropolitan area. This role is responsible for managing multi-disciplinary teams, driving strategic program delivery, and partnering with stakeholders to improve decision-making through data, analytics, and technology solutions.
The ideal candidate brings strong federal consulting experience, expertise in human capital analytics and data management, and a proven ability to lead large-scale programs involving HR systems, enterprise data platforms, and business intelligence solutions.
This position requires a collaborative leader who can manage client relationships, guide technical and functional teams, and ensure successful delivery of high-impact analytics and modernization efforts.
The work environment will be a hybrid work environment. Position is contingent upon contract award.

Lead and manage enterprise-level data analytics and data management programs for federal government clients.

Serve as the primary point of contact for program stakeholders, government leadership, and cross-functional teams.

Provide strategic guidance and consulting support related to human capital analytics, workforce reporting, data governance, and HR technology modernization initiatives.

Manage integrated project schedules, budgets, deliverables, staffing, risks, and performance metrics across multiple workstreams.

Oversee teams responsible for data management, reporting, analytics, and systems integration activities.

Support the implementation and optimization of HR systems, personnel management systems, and enterprise reporting platforms.

Collaborate with technical and business teams to translate client requirements into actionable program plans and data-driven solutions.

Ensure compliance with federal standards, security requirements, and organizational quality processes.

Facilitate executive briefings, status reporting, stakeholder communications, and program governance activities.

Drive continuous improvement initiatives to enhance operational efficiency, reporting accuracy, and data quality.

Mentor and lead program staff while fostering a collaborative and high-performing team environment.

Bachelor's degree in Business, Information Systems, Data Analytics, Human Resources, Public Administration, or a related field.

Minimum of 6 years of Program Management experience supporting complex technology, analytics, or data-focused initiatives.

Active PMP (Project Management Professional) certification required.

Experience supporting federal government contracts and working directly with federal agency stakeholders.

Experience supporting organizations operating within CMMI or ISO quality environments.

Must be able to obtain and retain a Public Trust clearance.

Master's degree in a related discipline.

Experience supporting federal human capital or workforce transformation initiatives.

Familiarity with federal HR data environments and reporting requirements.

Experience with business intelligence, dashboard development, and enterprise analytics strategies.

Knowledge of data governance frameworks, data quality management, and reporting modernization efforts.
