JOB SUMMARY
PRIMARY PURPOSE OF ORGANIZATIONAL UNIT:
Haywood County Emergency Medical Services is a department within Haywood County Government that provides both emergency and non-emergency pre-hospital care to the County of Haywood in a safe, effective, efficient, and professional manner.
PRIMARY PURPOSE OF POSITION:
This position will provide routine and specialized emergency medical care. This position is responsible for serving as an EMT, AEMT or Paramedic (depending on level of certification) on a two-person advanced life support team and other emergency service-related duties as assigned.
DESCRIPTION OF RESPONSIBILITIES AND DUTIES OF POSITION:
The position’s focus will be on providing pre-hospital care. However, the employee’s responsibilities and duties will not be limited to direct medical care.
ESSENTIAL JOB FUNCTIONS:
The tasks listed below are those that represent most of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
- Responding and providing medical care at credentialed level as dispatched by the Haywood County Communications (911 PSAP)
- Understanding and following all agency specific SOG’s and county policies
- Ambulance and Equipment Checks
- Emergency Vehicle Operation
- Cleaning of and EMS base general maintenance
- New employees and employees with new certification levels are required to successfully complete and exit the Field Training Program within set time frames to continue employment.
Other duties as assigned and/or needed.

Public Contact-
This position requires extensive contact with patients, family members, other assisting agencies, various public officials, staff, etc. This employee will perform as a representative for Haywood County Emergency Medical Services and as a representative of Haywood County. Each employee is expected to demonstrate professionalism in every situation.
Independent Judgment-
This position requires the employee to demonstrate extensive medical knowledge, sound judgment and independent decision-making skills. This employee will have access to HIPPA protected information, controlled substances, valuable resources, patient residences and many other restricted areas i.e., health care facilities.
The work of this position handles a wide variety of complex situations that could have serious consequences for the patient, department and County if handled incorrectly. This employee is expected to seek assistance, guidance or counsel if needed and/or required.
OTHER CHARACTERISTICS OF THE POSITION
Accuracy Required in Work and Documentation:
Accuracy of work performed by the individual in this position and accuracy of documentation is required.
Mandatory Training Day attendance:
- Haywood County EMS offers weekly shift training. All staff are required to attend a set percentage of these shift trainings, percentages differ between full-time and part-time status.
The primary focus of this training will be emergency medical care but may include other relevant topics. The employee will be compensated while attending this training.

Credentials and Knowledge:
The employee in this position will be responsible for maintaining all credentials and current knowledge of protocols, procedures, and policies. The employee is also expected to gain knowledge of the geography of Haywood County and its available resources.
Consequences of/for errors:
- Any error made in the work of this position could have serious consequences for the patient, the County, co-workers and/or the department. Any error made by this position will be reviewed by the Shift Supervisor, department administration, Medical Director, and Peer Review Committee depending on severity of error(s).
Depending on the seriousness of the error, it may be brought to the attention of the Human Resources Director and/or County Manager for further review. Any disciplinary action for workplace errors will be in accordance with the Haywood County Personnel Policy Manual and will be documented and reviewed by the Human Resources Director and/or County Manager prior to final review with the employee and disciplinary action is imposed.

MINIMUM REQUIREMENTS TO PERFORM WORK:
- High school diploma or GED and associate degree or vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education.
- This position requires a minimum of six months of emergency services experience or clinical experience.
- Applicants must score a minimum of 70% on the assessment center entrance exam for the credential level.
- Must be at least twenty-one years of age to drive a County vehicle.
Valid state driver’s license. Must have no more than three (3) points showing on current DMV records in order to operate County vehicles.

KNOWLEDGE, SKILLS AND ABILITIES:
The employee in this position must demonstrate flexibility in working with a variety of assigned partners. This employee should possess and demonstrate excellent communication skills both in verbal and written form. Basic computer knowledge is required.
PHYSICAL DEMANDS:
Work Environment /Conditions and Physical Requirements:
The employee in this position will be exposed to a wide variety of environments and conditions with many variables that could change rapidly. This employee will be expected to perform various strenuous physical and mental activities at any time. These activities could include but are not limited to: climbing, balancing, stooping, kneeling, crouching crawling, reaching, standing, walking, pushing/pulling/lifting in excess of 100 pounds, dexterity with grasping and repetitive motions. The individual in this position must be capable of feeling, talking, hearing, performing very heavy work and must possess visual acuity.
Haywood County EMS will provide needed safety equipment and training, but it is the responsibility of the employee to access, implement and maintain scene safety. This employee may at times be exposed to inside and/or outside environments, extreme heat and/or cold, noise, vibrations, hazards, changes to atmospheric conditions, oils or other fluids, close quarters, narrow passageways, infectious diseases, prisoners, and mental patients.
WORK ENVIRONMENT:
Instructions Provided to Employee:
Initial training and instructions will be provided by the Emergency Services Training and Exercise Officer and Field Training Officers with respect to their roles within the department. Ongoing assistance and requests for additional training will be provided as needed and/or requested basis. The individual in this position is expected to be self-motivated and to take initiative to complete the Essential Functions and other daily duties as outline in this job description, to respond to calls dispatched by Haywood County Communications (911 Center) in a timely manner and to anticipate move ups for coverage when call demands increase. New employees and employees with new certification levels are a direct report to the Emergency Services Training and Exercise Officer until they successfully complete and exit the Field Training Program. After being released they are re-assigned as a direct report to a shift supervisor.
Supervision Received by Employee:
This employee reports to the Shift Supervisor. The employee is expected to work as a member of a two-person team on an ambulance. In addition to teamwork, this employee is expected to work independently as needed and/or required but should seek supervision assistance and guidance whenever necessary. Successful characteristics of the employee in this position are to be trust-worthy, self-motivated, and independent.
Variety and Purpose of Personal Contacts:
The employee in this position will have daily contact with patients, family members, employees, supervisors, county personnel, medical personnel, and a variety of representatives within the County and municipalities. This employee is expected to maintain a high level of professionalism to represent the EMS Department and Haywood County.
Machines, Tools, Instruments, Equipment and Materials Used by Employee:
Laptop, tablet, desktop computer, scanner/copier, cardiac monitor, ventilator, IV Pumps, stretcher, stair chair, motorized vehicles, two-way radios, uniforms, controlled substances, medications, other durable and disposable medical supplies, and general office supplies. It is a requirement that the employee acquire the knowledge and become proficient in the operation and use of the above-mentioned items.
WORK SCHEDULE AND BENEFITS FOR EMPLOYEES
Full-Time Employees:
Full-time employees’ schedules could be as follows: 12-hour day shifts OR 24-hour shifts on a rotation of 24/72 with additional shifts as assigned and/or needed by the service. Hours and shifts may vary depending on call volume and needs.
This employee will be compensated for 48 hours per calendar year of additional continuing education pay at the employee’s request. Documentation must be provided as proof of training attendance.
