Role:
The Human Resource Assistant serves in a contractor support role providing operational and administrative HR services to the Department of Homeland Security (DHS). The position supports high-volume HR transactions, customer service operations, data integrity, and compliance activities in accordance with DHS and OPM requirements.
Duties:
HR Shared Services Support

Provide contractor support for DHS HR Shared Services operations, including processing routine HR actions and responding to employee and manager inquiries.

Serve as a first-level support resource, triaging requests and escalating complex matters to DHS HR Specialists or government leads.

Support standardized HRSS workflows to ensure timely, accurate, and consistent service delivery.
Personnel Records & HR Systems

Process and maintain personnel records in federal HR systems (e.g., EmpowHR, NFC, USA Staffing, or successor systems).

Perform data entry, validation, and quality checks to ensure accuracy and completeness of HR data.

Handle Personally Identifiable Information (PII) in compliance with DHS security, privacy, and records management policies.
Customer Service & Case Management

Respond to HR inquiries related to onboarding, benefits, leave, personnel actions, and HR policies.

Document and track requests using HR case management or ticketing systems.

Provide professional, customer-focused service in a shared services environment supporting multiple DHS components.
Administrative & Program Support

Support onboarding and offboarding activities, including documentation review and routing.

Prepare HR correspondence, forms, and supporting documentation.

Assist with scheduling, recordkeeping, and coordination of HR operational activities.
Compliance & Reporting

Assist with routine HR reporting and data extracts to support DHS operational oversight.

Ensure contractor support activities align with DHS directives, OPM regulations, and applicable collective bargaining agreements.

Support audits, data validation efforts, and internal quality assurance reviews.
Education:
-
Bachelor’s degree in human resources, Public Administration, or related field.
Required Skills:

Three (3) to five (5) years of experience providing administrative, HR, or shared services support in a federal or large enterprise environment.

Experience supporting HR operations, personnel processing, or customer service functions.

Demonstrated ability to work in a high-volume, deadline-driven environment.

Strong attention to detail and commitment to data accuracy and confidentiality.

Proficiency with Microsoft Office (Outlook, Word, Excel).
Preferred Skills:
-
Experience providing contractor support to DHS or other federal agencies.

Familiarity with federal HR systems (EmpowHR, NFC, USA Staffing).

Knowledge of OPM regulations and federal HR processes.

Prior experience in an HR Shared Services or centralized HR operations model.
